【摘要】：警察外交是政府首腦、公安機(jī)關(guān)的人員以及專門外交機(jī)構(gòu)的人員,圍繞公安涉外管理問(wèn)題、公民權(quán)利保護(hù)、外國(guó)人違法犯罪、國(guó)際犯罪控制問(wèn)題開(kāi)展的訪問(wèn)、磋商、交涉、談判、簽訂條約、參加國(guó)際會(huì)議和國(guó)際組織等多邊和雙邊的活動(dòng)。警察外交具有外交活動(dòng)的共同屬性,是一種復(fù)合型、多功能型外交,它呈現(xiàn)出警察和外交的雙重效應(yīng)。警察外交領(lǐng)域越來(lái)越廣泛,日趨活躍,成效越來(lái)越顯著,越來(lái)越成為國(guó)際關(guān)系的熱點(diǎn),參與警察外交的國(guó)家和國(guó)際組織越來(lái)越多,警察外交理論在實(shí)踐中越來(lái)越成熟。
[Abstract]:Police diplomacy is a visit, consultation, and negotiation with heads of government, personnel of public security organs, and personnel of specialized diplomatic institutions on issues related to the management of public security concerning foreign affairs, the protection of civil rights, the violation of laws and crimes by foreigners, and international crime control. Negotiation, signing of treaties, participation in international conferences and international organizations and other multilateral and bilateral activities. Police diplomacy has a common attribute of diplomatic activities and is a kind of complex, multi-functional diplomacy. It shows the dual effect of police and diplomacy. The field of police diplomacy is becoming more and more extensive, active and effective. It has become a hot spot in international relations. More and more countries and international organizations are participating in police diplomacy. The theory of police diplomacy is more and more mature in practice.
