【摘要】：刑偵改革和派出所改革（簡(jiǎn)稱“雙改”），事關(guān)公安機(jī)關(guān)建立適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)條件下動(dòng)態(tài)社會(huì)治安需要的新的打防機(jī)制，這是一次深刻的革命。３年的實(shí)踐，各地公安機(jī)關(guān)既取得了一定的成績(jī)與經(jīng)驗(yàn)，但也遇到了一些困難和問(wèn)題，“雙改”已到了“逆水行舟，不進(jìn)則退”的緊要關(guān)頭。由于我國(guó)人多地廣，經(jīng)濟(jì)發(fā)展不平衡，地理環(huán)境和交通條件各不相同，情況千差萬(wàn)別，如何結(jié)合實(shí)際深化“雙改”，有些問(wèn)題需要從理論上加以研究。為此，本刊對(duì)重慶市公安局文強(qiáng)副局長(zhǎng)進(jìn)行了專訪，并深入該局的幾個(gè)試點(diǎn)單位作了調(diào)查。希望各地公安機(jī)關(guān)的領(lǐng)導(dǎo)看了這組文章后，能有所啟迪和思考，并能對(duì)“雙改”中的一些熱點(diǎn)、難點(diǎn)問(wèn)題，以務(wù)真求實(shí)的精神開展研究和討論，提出深
[Abstract]:The reform of criminal investigation and police stations (referred to as "double reform") is related to the establishment by public security organs of a new attack and defense mechanism to meet the needs of dynamic social security under the socialist market economy. This is a profound revolution and three years of practice. The local public security organs have obtained certain achievements and experience, but they have also encountered some difficulties and problems. The "double reform" has reached a critical juncture of "sailing against the current, not advancing or retreating." as a result of the large number of people in our country, the economic development is not balanced. The geographical environment and traffic conditions are different, and the situation is very different. How to deepen "double reform" in the light of the actual situation, some problems need to be studied theoretically. For this reason, this magazine conducted an exclusive interview with Deputy Director Wen Qiang of Chongqing Public Security Bureau. And has conducted investigations in several pilot units of the Bureau. It is hoped that after reading this group of articles, the leaders of the local public security organs will be able to enlighten and think about some hot and difficult issues in the "double reform".
