南海羅村派出所創(chuàng)建學習型組織研究

【摘要】:學習型組織管理理論是當代世界前沿管理理論之一,是適用于各種組織的新型管理理論。近年來,學習型組織創(chuàng)建受到了普遍的關注。構建學習型政府組織,是處在知識經濟時代,面臨著十分復雜而且快速的國際國內環(huán)境的政府進行組織變革和管理創(chuàng)新的必然要求。 本研究概括地梳理了國內外有關學習型組織理論成果,結合我國政府組織及其活動特點,嘗試性地從學習理念、共同愿景、學習機制、組織設置等方面對學習型政府的內涵進行了分析總結。在此基礎上,通過發(fā)放調卷和訪談的形式,以筆者所在單位羅村派出所為個例,針對學習型政府的實踐框架進比較系統(tǒng)的研究。 本文運用了SPSS17.0版本軟件進行了評估問卷的信度和效度分析,進行了探索性因子分析,提取了學習子因素、組織子因素、人員子因素、知識子因素和技術子因素等5個因子,并證實了提取的5個共同因子與組織績效密切相關性。經過對調研數據的分析整理,從學習型派出所建設的組織認同度、組織的共景、組織學習氛圍、組織成員的參與習慣和創(chuàng)新預期等方面介紹了羅村派出所創(chuàng)建學習型組織具備的主要優(yōu)勢,又從認識程度、體制現(xiàn)狀、前進動力、實踐等方面分析了目前羅村派出所創(chuàng)建學習型組織的過程中存在的瓶頸問題。根據調研結果,運用國內外學習型組織理論研究成果及個人的一些理論和思考,初步建立了學習型派出所建設的實踐框架。
[Abstract]:The theory of learning organization management is one of the frontier management theories in the contemporary world, and it is a new management theory suitable for various organizations. In recent years, the establishment of learning organization has received widespread attention. In the era of knowledge economy, the government is facing a very complex and rapid international and domestic environment to carry out organizational change and management innovation. This study summarizes the theoretical achievements of learning organizations at home and abroad, combines the characteristics of government organizations and their activities, tries to learn from the concept of learning, common vision, learning mechanism, On the basis of analyzing and summarizing the connotation of the learning-oriented government in the aspects of organization and setting, the author takes the Luocun police station as an example, A systematic study on the practical framework of learning government. In this paper, the reliability and validity of the questionnaire are analyzed by using SPSS17.0 software, and the exploratory factor analysis is carried out. Five factors, namely, learning subfactor, organizational subfactor, personnel subfactor, knowledge subfactor and technical subfactor, are extracted. It is proved that the five common factors extracted are closely related to the organizational performance. Through the analysis and collation of the investigation data, from the organizational identity degree of the construction of the learning police station, the common scene of the organization, and the organizational learning atmosphere, The participation habits and innovation expectations of the members of the organization introduce the main advantages of establishing a learning organization in Luocun Police Station, and from the level of understanding, the status quo of the system, and the motive force for progress, This paper analyzes the bottleneck problems existing in the process of establishing learning organization in Luocun Police Station from the aspects of practice and other aspects. According to the research results, the author applies the research results of learning organization theory at home and abroad and some personal theories and thoughts. The practice frame of the construction of learning police station is established preliminarily.
