【摘要】： 市場經(jīng)濟條件下，戶籍制度改革已成為必然，經(jīng)濟的發(fā)展導致原有戶籍制度的尷尬，人口的自由流動需求越來越迫切，為了解決這個問題，我國政府已經(jīng)開始著手進行戶籍制度改革。 本文的研究表明，，戶籍制度改革以來我國有關專家學者所進行的理論研究及其成果，可以說他們主要局限于對我國戶籍制度本身改革發(fā)展的研究，對戶籍制度改革的價值取向以及改革的階段性沒有做出科學的分析。 本文指出，我國戶籍制度改革的最終方向是建立全國統(tǒng)一的戶口管理制度，最終實現(xiàn)人們的遷徙自由。并指出，這是我國戶籍制度改革的遠期目標，圍繞這一中心主題，近期戶籍制度改革應該分五個步驟進行：剝離各有關部門附加在戶口管理上的諸多行政管理職能，還其本來面目；做好農(nóng)村剩余勞動力轉移的工作；建立合理的人才流動機制，建立人力資本市場；加快我國城鎮(zhèn)化建設；打破農(nóng)業(yè)、非農(nóng)業(yè)戶口管理二元結構，建立全國城鄉(xiāng)統(tǒng)一的戶口登記管理制度；逐步放寬戶口遷移的限制，調整戶口遷移政策，根據(jù)經(jīng)濟、社會發(fā)展的客觀需要和社會的綜合承受能力，最終實現(xiàn)戶口自由遷徙。同時，采取適當?shù)拇胧┍ＷC改革真正落到實處。 本文研究的目的，就是為我國戶籍制度改革確定的發(fā)展方向，并指出為實現(xiàn)改革的最終目標而應該進新的近期工作，為政府的改革措施提供新的思路，因此，本文具有一定的理論意義和現(xiàn)實意義。
[Abstract]:Under the condition of market economy, the reform of the household registration system has become inevitable. The economic development has led to the embarrassment of the original household registration system, and the demand for the free movement of the population is becoming more and more urgent. In order to solve this problem, Our government has begun to reform the household registration system. The research in this paper shows that since the reform of the household registration system, the relevant experts and scholars in our country have carried out theoretical research and their achievements. It can be said that they are mainly confined to the research on the reform and development of the household registration system in China. No scientific analysis has been made on the value orientation and the stages of the reform of the household registration system. This paper points out that the ultimate direction of the reform of the household registration system in China is to establish a unified hukou management system throughout the country, and finally to realize the freedom of movement of people, and points out that this is the long-term goal of the reform of the household registration system in China, which revolves around this central theme. The recent reform of the household registration system should be carried out in five steps: stripping off the many administrative functions attached to the household registration management by the relevant departments and returning them as they are; doing a good job in transferring the surplus rural labor force; and establishing a reasonable mechanism for the flow of talents. To establish the human capital market; to speed up the construction of urbanization in China; to break the dual structure of agricultural and non-agricultural hukou management; to establish a unified hukou registration management system in urban and rural areas; to gradually relax the restrictions on hukou migration and to adjust the hukou migration policy. According to the objective needs of economic and social development and the comprehensive bearing capacity of society, the free migration of hukou is finally realized. At the same time, appropriate measures should be taken to ensure that the reform is truly implemented. The purpose of this study is to determine the direction of development for the reform of the household registration system in China, and to point out that in order to achieve the ultimate goal of the reform, we should advance new recent work and provide new ideas for the government's reform measures. This paper has certain theoretical and practical significance.
