【摘要】：警民關系是當前最重要的社會關系之一，構建和諧警民關系是公安隊伍建設的重要目標和內(nèi)容，也是抓好公安隊伍建設的重要前提和保證，更是建設和諧社會的重要根基。在眾多復雜的社會關系中，警民關系和諧與否，影響著黨和政府的形象，維系著政權的穩(wěn)定，因而顯得比較重要和敏感。在我國經(jīng)濟體制從計劃經(jīng)濟體制向市場經(jīng)濟體制轉(zhuǎn)型，社會管理模式從靜態(tài)封閉型向動態(tài)開放型轉(zhuǎn)換時，警民關系在一定程度上表現(xiàn)出不適應、失調(diào)和沖突，甚至演化為對抗。按照科學發(fā)展觀的要求，構建和諧的警民關系，公安機關才能夯實工作基礎，贏得群眾支持和理解公安工作，，從根本上實現(xiàn)公安工作全面、協(xié)調(diào)、可持續(xù)發(fā)展。 本文運用文獻分析法、比較分析法、系統(tǒng)分析法、歸納分析法等方法，以縣級社會管理中和諧警民關系為研究對象，結(jié)合公安工作和隊伍建設實際以及中外警民關系發(fā)展歷程，提出了構建和諧警民關系的涵義及重要性，深入分析了影響警民關系和諧發(fā)展的突出問題及主要原因，以XX縣為例，總結(jié)了基層和諧警民關系構建的主要成就，指出了存在的一些不足，剖析問題存在的根源，提出了一些建議，進而深層次探討了和諧警民關系建設之策。
[Abstract]:The relationship between the police and the people is one of the most important social relations at present. Building a harmonious relationship between the police and the people is an important goal and content of the construction of the public security contingent, as well as an important prerequisite and guarantee to do a good job in the construction of the police contingent. It is also an important foundation for building a harmonious society. Among the many complex social relations, the harmonious relationship between the police and the people affects the image of the party and the government and maintains the stability of the regime. Therefore, it is more important and sensitive. When the economic system of our country changes from the planned economy system to the market economy system, and the social management mode changes from the static closed type to the dynamic open type, the relationship between the police and the people does not adapt to a certain extent. According to the requirements of the scientific concept of development, building a harmonious relationship between the police and the people, the public security organs can consolidate the work foundation, win the support and understanding of the public security work, and fundamentally realize the comprehensive public security work. Coordination, sustainable development. This paper uses the methods of literature analysis, comparative analysis, system analysis and inductive analysis to study the harmonious relationship between the police and the people in the social management at the county level. Combined with the reality of police work and team building and the development course of the relationship between the police and the people at home and abroad, this paper puts forward the meaning and importance of building a harmonious relationship between the police and the people, and analyzes in depth the prominent problems and main reasons that affect the harmonious development of the relationship between the police and the people, taking XX County as an example. This paper summarizes the main achievements of the construction of the harmonious relationship between the police and the people at the grass-roots level, points out some shortcomings, analyzes the root causes of the problems, puts forward some suggestions, and then probes into the countermeasures for the construction of the harmonious relationship between the police and the people.
