【摘要】： 隨著經(jīng)濟(jì)發(fā)展和科技進(jìn)步，人本管理順應(yīng)時代的要求，，得到了迅猛的發(fā)展。這種管理理論也逐漸成為理論界的共識，形成了現(xiàn)代人本管理理論，并廣泛的應(yīng)用于各個領(lǐng)域。目前，我國的交通管理正走向法制化、科技化、現(xiàn)代化，但在一定范圍內(nèi)仍存在著非人本化問題，公安交警擔(dān)負(fù)著保障道路交通安全與暢通的重要職責(zé)，如何加強(qiáng)思想政治教育，開展職業(yè)道德教育，構(gòu)建隊伍建設(shè)新機(jī)制，提高交通管理水平和服務(wù)水平，構(gòu)建和諧的道路交通環(huán)境，是新時期、新階段公安交警的嚴(yán)峻課題，也是構(gòu)建社會主義和諧社會的要求之一。文章鑒于此，對人本管理應(yīng)用于交通管理實踐進(jìn)行了嘗試性的研究。 交通管理人本化研究是將人本管理理論應(yīng)用于交通管理的實踐。文章從人本管理理論出發(fā)，回顧了中、西方人本管理理論的產(chǎn)生與發(fā)展，論述了建立在理論與實踐基礎(chǔ)上的歷史的唯物的馬克思以人為本哲學(xué)思想的本質(zhì)超越，以及當(dāng)代中國對馬克思人本思想的繼承與創(chuàng)新，提出人本管理理論的科學(xué)內(nèi)涵。繼而，對目前我國的交通管理非人本化問題及其產(chǎn)生的原因進(jìn)行深入分析，通過對人本管理科學(xué)涵義的理解，根據(jù)交通管理活動是行政執(zhí)法和行政管理的特殊性，論述了實踐交通管理人本化的指導(dǎo)思想、基本原則、主要內(nèi)容及實踐交通管理人本化的措施。最后，在進(jìn)行理論探討之后，文章的歸宿是從理論走向?qū)嵺`，文章在分析了牡丹江市交通管理現(xiàn)狀后，提出了在牡丹江市實踐交通管理人本化的具體對策。從實踐角度論證了交通管理人本化問題。
[Abstract]:With the development of economy and the progress of science and technology, the human-based management has developed rapidly in accordance with the requirements of the times. This management theory has gradually become the consensus of the theoretical circle and formed the modern human-oriented management theory. And widely used in various fields. At present, traffic management in our country is moving towards legalization, science and technology, modernization, but in a certain range there still exists the problem of non-humanization. The public security traffic police take on the important duty of ensuring the road traffic safety and smooth flow. How to strengthen the ideological and political education, carry out the professional ethics education, construct the new mechanism of the team construction, improve the traffic management level and the service level. The construction of a harmonious road traffic environment is a severe task for the traffic police in the new period and a new stage, and is also one of the requirements for building a harmonious socialist society. This paper makes a tentative study on the application of humanistic management in traffic management practice. The research of humanization of traffic management is the practice of applying the theory of humanism to traffic management. This paper reviews the emergence and development of the theory of humanistic management in China and the West, starting from the theory of people-oriented management. This paper discusses the essential transcendence of the historical materialistic Marxist people-oriented philosophy thought based on theory and practice, and the inheritance and innovation of Marx's humanism thought in contemporary China, and puts forward the scientific connotation of human-oriented management theory. This paper makes a deep analysis of the problem of non-humanization of traffic management in our country and its causes. Through the understanding of the scientific meaning of human-oriented management, according to the particularity of administrative law enforcement and administrative management, traffic management activity is the particularity of administrative law enforcement and administrative management. This paper discusses the guiding ideology, basic principles, main contents and measures of humanization of practical traffic management. Finally, after the theoretical discussion, the end result of the article is from theory to practice. After analyzing the present situation of traffic management in Mudanjiang City, this paper puts forward the concrete countermeasures to realize the humanization of traffic management in Mudanjiang City, and proves the humanization of traffic management from the angle of practice.
