【摘要】： 我國從1978年開始進入了社會轉型期。在社會轉型過程中,帶來了利益格局的調整,社會性人口流動的負面效應,信息時代為犯罪信息傳遞提供渠道不斷增多,特別是還伴隨著政府職能的改革和社會控制模式的改變,原有社會控制模式和機制被打破而新的社會控制模式和機制尚未形成或尚未完全形成,這些因素造成了社會控制的失范,尤其是以人們感受最直接、最關心的社會治安問題更為突出,受到人們的普遍關注。在上海這個大型城市中,前幾年以管理好、秩序好、發(fā)案少,贏得了治安狀況良好的口碑。但近幾年隨著社會轉型問題所引發(fā)的治安狀況下降,嚴重影響了社會公眾的公共安全感,影響了社會經濟的發(fā)展。目前以中心區(qū)為代表的老城區(qū)的社會治安責任仍無法明確,原來實行的社會治安綜合治理模式正在受到挑戰(zhàn),政府職能部門責任交叉重疊和推委現象同時存在,特別是在警力有限的前提下,“警察真空”的存在和居民防范的非專業(yè)化使得這一特定區(qū)域社會治安防控較為薄弱,新生的政府購買服務又難以自立,在管理主體尚不能成熟、自覺實施社會治安防控責任的時候,社會治安問題突出就成了應有之事。該學位論文研究的目的是:在我國社會轉型這一特殊條件下,以維護治安穩(wěn)定、構建和諧社會為理念,分析造成社會治安突出問題的原因,從而有針對性地提出在社會轉型期的上海如何通過加強政府的社會控制、完善社會治安綜合治理體系、構建政府主導、市場和社會適度參與的新型社會治安防控體系之觀點,來進一步加強老城區(qū)的治安管理。 本文研究思路是這樣的:第一章為緒論,介紹本課題的研究背景、意義,國內外研究現狀的綜述,為本文設置邏輯起點;第二章論述上海市老城區(qū)社會治安防控體系發(fā)展的歷史、現狀及存在的問題,分別解析社會轉型、上海老城區(qū)、社會治安防控體系的特定含義;以及上海老城區(qū)社會治安防控體系的構成、上海老城區(qū)社會治安管理體制發(fā)展簡要歷程和上海老城區(qū)社會治安防控現狀與主要問題。第三章是分析當前上海老城區(qū)社會治安管理中存在問題的原因。從政治、經濟、文化三個方面,分析原有社會控制模式被打破、新的模式未建成、社會失范、管理者缺位、社會力量不成熟等問題。第四章是提出提出改革方向。改革的基本思路是“政府的歸政府,市場的歸市場,社會的歸社會”。具體來說,就是該政府承擔的責任要承擔起來,形成政府負責、部門分工的管理體制;該市場化管理的歸市場,改變現有帶有明顯轉制、轉型色彩的管理模式;該社會管的歸社會,走政府負責、市場運作、社會參與的道路。最后的結語,對本文的論述作一簡要小結,最后進一步闡明本文的結論。
[Abstract]:Since 1978, our country has entered the social transition period. In the process of social transformation, it has brought about the adjustment of the pattern of interests, the negative effect of social population flow, and the increasing channels for the transmission of criminal information in the information age. In particular, with the reform of government functions and the change of social control model, the old social control model and mechanism have been broken, and the new social control model and mechanism have not been formed or have not been fully formed. These factors have caused the anomie of social control, especially because people feel the most direct and most concerned about the social security problem, which is more prominent and has received widespread concern. In this large city of Shanghai, in the past few years, it has been well managed and in good order. The low number of cases has won the reputation of good public order. But in recent years, the public security has been seriously affected by the decline in the public security caused by the problem of social transformation. Has affected the development of social economy. At present, the social security responsibility of the old urban area represented by the central district is still not clear, and the model of comprehensive management of social security that was originally implemented is being challenged. The overlapping of responsibilities of government departments and the phenomenon of selection committee exist at the same time. Especially under the premise of limited police force, the existence of "police vacuum" and the non-specialization of residents' prevention and control make the prevention and control of social security in this particular region relatively weak. It is difficult for the nascent government to purchase services on its own. When the main body of management is not mature enough to consciously implement the responsibility of public security prevention and control, The purpose of this dissertation is: under the special condition of social transformation, to maintain the stability of public order and build a harmonious society as the idea, and analyze the causes of the outstanding problems of social security. Therefore, this paper puts forward the viewpoint of how to strengthen the government's social control, perfect the comprehensive management system of social security, and construct a new type of social security prevention and control system with government leading, market and society participating moderately in the transition period of the society in Shanghai. To further strengthen the security management of the old city. The research idea of this paper is as follows: the first chapter is the introduction, introduces the research background, significance, the domestic and foreign research present situation summary, sets the logical starting point for this article; The second chapter discusses the history, the present situation and the existing problems of the development of the social security prevention and control system in the old urban area of Shanghai, and respectively analyzes the specific meaning of the social transformation, the old urban area of Shanghai and the social security prevention and control system. And the composition of the social security prevention and control system in the old urban areas of Shanghai, The history of the development of the social security management system in the old urban area of Shanghai and the present situation and main problems of the prevention and control of the social security in the old urban area of Shanghai. Chapter three is to analyze the causes of the existing problems in the social security management of the old urban area of Shanghai. Three aspects of culture, analysis of the original mode of social control was broken, the new model has not been built, social anomie, the absence of managers, Chapter 4th puts forward the direction of reform. The basic idea of reform is "the government belongs to the government, the market to the market, and the society to society." specifically, the responsibility of the government should be shouldered. Forming a management system in which the government is responsible and the division of labor among the departments is formed; the market-oriented management is returned to the market, and the existing management mode with obvious system transformation and transformation color is changed; the social management is returned to the society, the government is responsible for it, and the market is operated. The last conclusion is a brief summary of the discussion and the conclusion of this paper.
