【摘要】： 在今天，評價一個政府的治理能力，不僅要看它在社會生活正常情況下的表現(xiàn)，更要看它在出現(xiàn)突發(fā)事件時候的表現(xiàn)，即政府的應急處置水平。而作為政府應急處置的特殊而主要的主體之一—公安機關(guān)將扮演著不同尋常的使命。因此，公安應急處置機制的研究將對于公安應急處置能力的提升有些特別重大的實踐意義，甚至將會對我國的公安管理工作產(chǎn)生深遠的影響。 與西方發(fā)達國家甚至一些發(fā)展中國家相比，我國公安應急處置機制還有很大差距。問題主要有：缺乏常態(tài)管理下的應急處置意識，缺乏良好的應急預警、公安指揮協(xié)調(diào)不力，法律保障部到位的情況等等。如何從我國公安應急處置機制的現(xiàn)狀出發(fā)，構(gòu)建有中國特色的現(xiàn)代化的應急處置管理機制，全面提升公安機關(guān)和整個社會的應急處置能力，是當前政府管理的面臨的重大課題。筆者在討論和分析風險社會理論、系統(tǒng)論、控制論以及公安應急處置機制的相關(guān)概念以及處置的原則的基礎(chǔ)上，重點分析了當前我國公安應急處置機制的管理組織、過程、制度等方面的現(xiàn)狀和存在的問題，并對制定公安應急處置機制的機制體系以及社會參與等方面提出了若干政策建議，力圖構(gòu)建全新的系統(tǒng)的公安應急處置機制。特別是風險社會理論的引入以及復合治理突發(fā)事件的理念的提出，將有助于我國公安應急處置機制建構(gòu)的思考。 不久的將來，改革進入社會結(jié)構(gòu)的全面分化時期，我們會遇到前所未有的突發(fā)事件的挑戰(zhàn)，公安應急處置工作也會愈加嚴峻，但隨著公安應急處置機制水平的不斷提升，公安機關(guān)在保障人民生命財產(chǎn)安全將會起到更加主導的作用。
[Abstract]:Today, the evaluation of a government's ability to govern depends not only on its performance in the normal circumstances of social life, but also on its performance in the event of an emergency. That is, the level of emergency disposal of the government. And as one of the special and main subjects of government emergency disposal, the public security organs will play an unusual mission. The research on the mechanism of public security emergency disposal will be of great practical significance to the improvement of the ability of public security emergency disposal, and will even have a far-reaching influence on the public security management work in our country. Compared with western developed countries and even some developing countries, there is still a big gap in the mechanism of public security emergency response in our country. The main problems are: lack of consciousness of emergency response under normal management, lack of good emergency warning, weak coordination of public security command and coordination. How to set up a modern emergency management mechanism with Chinese characteristics, so as to enhance the ability of public security organs and the whole society to deal with emergencies, Based on the discussion and analysis of the risk society theory, system theory, cybernetics, and the relevant concepts and principles of the public security emergency handling mechanism, the author discusses and analyzes the risk society theory, the system theory, the cybernetics and the principles of the public security emergency handling mechanism. This paper emphatically analyzes the present situation and problems of the management organization, process and system of the public security emergency disposal mechanism in our country, and puts forward some policy suggestions on the establishment of the mechanism system of the public security emergency disposal mechanism and the social participation. Especially the introduction of the theory of risk society and the idea of compound management of emergencies will be helpful to the construction of the mechanism of public security emergency disposal in our country. In the near future, the reform will enter a period of comprehensive division of the social structure. We will meet the challenge of unprecedented emergencies, and the work of public security emergency handling will become even more severe. However, with the continuous upgrading of the level of the public security emergency handling mechanism, Public security organs will play a more dominant role in ensuring the safety of people's lives and property.
