【摘要】：社會轉(zhuǎn)型時(shí)期的中國,新情況、新問題層出不窮,特別是犯罪問題日益突出。如何應(yīng)對這一挑戰(zhàn),是中國警方必須解決的課題。西方國家在探索抑制犯罪增長對策的過程中,于20世紀(jì)后期興起了社區(qū)警務(wù),并得到了迅速推廣。結(jié)合我國實(shí)際,深入研究社區(qū)警務(wù)建設(shè)及對策,對于發(fā)展公安工作的群眾路線,落實(shí)社會治安綜合治理,切實(shí)遏制犯罪上升,促進(jìn)社會和諧穩(wěn)定具有重要的理論和現(xiàn)實(shí)意義。 基于“三個(gè)代表理論”、新公共管理理論、新公共服務(wù)理論和刑事司法體系結(jié)婚蛋糕理論依據(jù),借鑒美、英、日、新等國經(jīng)驗(yàn),全面分析了中國社區(qū)警務(wù)建設(shè)的現(xiàn)狀,指出了制約其發(fā)展的問題和原因,提出了中國社區(qū)警務(wù)建設(shè)的基本對策:要確定新的警務(wù)理念,實(shí)現(xiàn)警務(wù)風(fēng)格由被動(dòng)向主動(dòng)的轉(zhuǎn)化,警察角色由“斗士”到“服務(wù)者”的轉(zhuǎn)化,警務(wù)工作由“依賴權(quán)威”到“依賴社區(qū)”的轉(zhuǎn)化;要明確社區(qū)警務(wù)的基本措施,堅(jiān)持警民關(guān)系一體化,宣傳教育經(jīng)�；�,群眾組織社會化,警務(wù)對策前置化;要建立社區(qū)警務(wù)的工作機(jī)制,合理配置警力,規(guī)范警務(wù)工作,理順勤務(wù)管理;要建立社區(qū)警務(wù)的運(yùn)行機(jī)制,實(shí)現(xiàn)多警聯(lián)動(dòng),打防控一體化;要完善社區(qū)警務(wù)的組織、法制、物質(zhì)保障機(jī)制。 選擇具有中國當(dāng)前社區(qū)警務(wù)特點(diǎn)的武漢社區(qū)警務(wù)為個(gè)案,進(jìn)行了深入剖析,武漢社區(qū)警務(wù)建設(shè)的基本作法是構(gòu)筑警務(wù)工作平臺,實(shí)現(xiàn)社區(qū)警務(wù)諸警聯(lián)動(dòng),健全社區(qū)警務(wù)運(yùn)行機(jī)制。武漢社區(qū)警務(wù)存在的一些亟待解決的問題,主要表現(xiàn)在片面追求效率,劃分方法單一;職責(zé)涵蓋寬泛,警力運(yùn)用不足;民力開發(fā)不夠,參與程度較低;警察角色沖突,素質(zhì)有待提高;考核注重形式,缺乏科學(xué)論證。針對上述問題提出了改進(jìn)建議:注重持續(xù)性機(jī)制研究,減少非常規(guī)性工作,抓好社區(qū)民警的選拔與培訓(xùn),加大社區(qū)警務(wù)建設(shè)的宣傳力度,完善社區(qū)民警激勵(lì)體制。
[Abstract]:In China during the period of social transition, new situations and new problems emerge in endlessly, especially the problem of crime is becoming increasingly prominent. How to deal with this challenge is a subject that the Chinese police must solve. In the course of exploring countermeasures to curb the growth of crime, Western countries are exploring the countermeasures to curb the growth of crime. In 20th century, community policing rose, and it was popularized rapidly. Combined with the reality of our country, the construction and countermeasures of community policing were studied in depth, so as to develop the mass line of public security work and implement the comprehensive management of social security. It is of great theoretical and practical significance to effectively curb the rise of crime and promote social harmony and stability. Based on the theory of "three represents", the theory of new public management, the theory of new public service and the theoretical basis of marriage cake of criminal justice system, and drawing lessons from the experiences of the United States, Britain, Japan and New Zealand, this paper comprehensively analyzes the present situation of the construction of community policing in China. This paper points out the problems and reasons restricting its development, and puts forward the basic countermeasures for the construction of community policing in China: to determine the new policing concept, to realize the transformation of policing style from passive to active, and to transform the police role from "fighter" to "server". The transformation of police work from "relying on authority" to "relying on the community" should clarify the basic measures of community policing, insist on the integration of the relationship between the police and the people, regularize propaganda and education, socialize mass organizations, and put forward policing countermeasures. It is necessary to establish the working mechanism of community policing, rationally allocate police force, standardize policing work, and straighten out service management; establish the operational mechanism of community policing, realize the integration of multiple police forces, fight, control, and improve the organization and legal system of community policing, Material safeguard mechanism. This paper chooses Wuhan community policing with the characteristics of current community policing in China as a case study, and makes a thorough analysis. The basic method of Wuhan community policing construction is to construct the working platform of police affairs and to realize the linkage of community policing. Improve the operational mechanism of community policing. Wuhan community policing problems to be solved, mainly in the one-sided pursuit of efficiency, a single method of division, broad responsibilities, inadequate use of police force, inadequate development of civil force, low participation; The police role conflict, the quality needs to be improved, the examination pays attention to the form, the lack of scientific argumentation. In view of the above problems, some suggestions are put forward: pay attention to the study of the persistence mechanism, reduce the unconventional work, and do a good job in the selection and training of the community police. Strengthen the publicity of community policing construction, improve the community police incentive system.
