【摘要】：隨著社區(qū)矯正工作在我國(guó)的快速推進(jìn)，社區(qū)矯正工作隊(duì)伍也逐漸形成并發(fā)揮著重要的作用。為更好地開(kāi)展社區(qū)矯正工作，工作隊(duì)伍的建設(shè)模式與工作機(jī)制也在實(shí)踐中處于不斷地探索和完善之中。 在綜合分析我國(guó)部分地區(qū)社區(qū)矯正工作隊(duì)伍建設(shè)情況的基礎(chǔ)之上，發(fā)現(xiàn)現(xiàn)行的工作隊(duì)伍在專業(yè)化、社會(huì)化、制度化等諸多方面明顯存在不足。當(dāng)前，我國(guó)社區(qū)矯正日常工作一般由基層司法所承擔(dān)，然而，從事社區(qū)矯正工作的人員身份各異，工作機(jī)制與模式地區(qū)差異大，加之社區(qū)矯正為具有社會(huì)參與性的刑罰執(zhí)行工作特性，現(xiàn)行的工作隊(duì)伍建設(shè)情況與社區(qū)矯正工作本身出現(xiàn)了不匹配的情形，因此，目前社區(qū)矯正工作隊(duì)伍建設(shè)現(xiàn)狀無(wú)法滿足社區(qū)矯正工作需要的問(wèn)題漸趨凸顯。 為此，從完善社區(qū)矯正工作隊(duì)伍建設(shè)的角度出發(fā)，對(duì)我國(guó)現(xiàn)行的社區(qū)矯正工作隊(duì)伍建設(shè)情況進(jìn)行回顧、總結(jié)、分析，探究并反思存在的問(wèn)題，在綜合比較分析我國(guó)第一批進(jìn)行社區(qū)矯正試點(diǎn)的省份如北京、上海、江蘇、浙江等地經(jīng)驗(yàn)的基礎(chǔ)上，，以期能夠提煉出我國(guó)社區(qū)矯正工作隊(duì)伍建設(shè)的合理模式，并引導(dǎo)我國(guó)社區(qū)矯正工作隊(duì)伍建設(shè)的努力方向，嘗試就社區(qū)矯正工作隊(duì)伍建設(shè)存在的典型問(wèn)題提出完善的建議，借此為社區(qū)矯正工作的深入開(kāi)展提供參考，從而更好地滿足我國(guó)社區(qū)矯正工作的客觀需要，適應(yīng)國(guó)家社會(huì)管理創(chuàng)新的客觀要求。
[Abstract]:With the rapid development of community correction in our country, community correction team is gradually formed and plays an important role. The construction mode and working mechanism of the work force are also in the process of continuous exploration and perfection in practice. Based on a comprehensive analysis of the construction of community correction teams in some parts of China, it is found that there are obvious deficiencies in many aspects, such as specialization, socialization, institutionalization, etc. The daily work of community correction in our country is generally undertaken by the basic judicial department. However, the personnel engaged in community correction work are different in status, the working mechanism and mode are different in different regions, and community correction is characterized by social participation in the execution of punishment. There is a mismatch between the current work force construction and the community correction work itself, therefore, the current situation of community correction work team construction can not meet the needs of the community correction work has become increasingly prominent. Therefore, from the angle of perfecting the construction of community correction work force, this paper reviews, summarizes, analyzes, explores and reflects on the problems existing in the construction of community correction work force in China. On the basis of a comprehensive comparison and analysis of the experiences of the first batch of provinces such as Beijing, Shanghai, Jiangsu and Zhejiang, which carried out community correction pilot projects in China, the authors hope to extract a reasonable model for the construction of community correction teams in China. In order to provide reference for the further development of community correction work, the author tries to give some suggestions on the typical problems existing in the construction of community correction work team, and to guide the construction of community correction work team in our country. In order to better meet the objective needs of our community correction work, meet the objective requirements of national social management innovation.
