【摘要】： 良好的治安環(huán)境是當(dāng)前和諧社會(huì)建設(shè)的目標(biāo)之一。治安管理部門不僅要以科學(xué)發(fā)展觀為指導(dǎo),運(yùn)用科學(xué)的管理方法和手段保護(hù)治安環(huán)境,也要應(yīng)用技術(shù)手段實(shí)時(shí)對(duì)治安狀況進(jìn)行評(píng)價(jià),得到反饋信息,以此輔助決策,更好改善治安環(huán)境。廣州市公安局經(jīng)過多年的統(tǒng)計(jì)數(shù)據(jù)積累,具備了進(jìn)行這項(xiàng)工作的條件。 圍繞廣州市社會(huì)治安狀況的實(shí)際特點(diǎn),本文研究了廣州市社會(huì)治安狀況評(píng)估的方法和模型,并設(shè)計(jì)、開發(fā)實(shí)現(xiàn)了廣州市社會(huì)治安評(píng)估系統(tǒng)。主要研究?jī)?nèi)容及創(chuàng)新如下: 第一,分析了社會(huì)治安評(píng)估的相關(guān)概念及內(nèi)涵,研究了社會(huì)治安問題的形成機(jī)理與影響因素,明確了社會(huì)治安評(píng)估的概念,闡述了社會(huì)治安評(píng)估的基本思想與原則。 第二,分析了廣州市社會(huì)治安現(xiàn)狀的實(shí)際特點(diǎn),建立了廣州市社會(huì)治安評(píng)估指標(biāo)體系,主要包括社會(huì)治安狀況的反映指標(biāo)和影響指標(biāo);建立了社會(huì)治安單指標(biāo)評(píng)估模型,給出了專家調(diào)查與實(shí)際數(shù)據(jù)統(tǒng)計(jì)分析相結(jié)合的指標(biāo)閾值確定方法和閾值調(diào)整方法。單個(gè)指標(biāo)評(píng)估模型不僅能夠給出案件變化狀況的定量描述,還能對(duì)指標(biāo)所處狀態(tài)進(jìn)行評(píng)估,使警方可以直觀地得到當(dāng)前某個(gè)指標(biāo)處于哪一個(gè)警戒區(qū)間。 第三,提出了綜合治安指數(shù)的概念;建立了綜合治安指數(shù)模型,給出了專家調(diào)查法與層次分析法相結(jié)合的指標(biāo)權(quán)重確定方法,提高了賦權(quán)的準(zhǔn)確性;給出了應(yīng)用綜合治安指數(shù)進(jìn)行評(píng)估的步驟。綜合治安指數(shù)是各種反映指標(biāo)對(duì)治安狀況的綜合反映,該指數(shù)既能反映各個(gè)指標(biāo)對(duì)社會(huì)治安狀況的影響程度,又能反映治安狀況的變化趨勢(shì),定量地評(píng)估廣州市綜合治安狀況。 第四,分析、設(shè)計(jì)并實(shí)現(xiàn)了廣州市社會(huì)治安評(píng)估系統(tǒng)。首先,分析了評(píng)估系統(tǒng)的關(guān)鍵技術(shù)需求;然后,分析了系統(tǒng)的處理流程,給出了系統(tǒng)的整體結(jié)構(gòu),并對(duì)各子系統(tǒng)的功能模型進(jìn)行了設(shè)計(jì);最后,應(yīng)用面向服務(wù)的架構(gòu)(SOA)、組件和XML等技術(shù)開發(fā)實(shí)現(xiàn)了廣州市社會(huì)治安評(píng)估系統(tǒng),介紹了系統(tǒng)的運(yùn)行環(huán)境。 最后,應(yīng)用廣州市實(shí)際調(diào)查統(tǒng)計(jì)數(shù)據(jù)驗(yàn)證了模型的正確性,應(yīng)用廣州市社會(huì)治安狀況的歷史數(shù)據(jù)介紹并測(cè)試了廣州市社會(huì)治安評(píng)估系統(tǒng)的有效性、實(shí)用性與可靠性。
[Abstract]:A good public security environment is one of the goals of the construction of a harmonious society at present. The public security management departments should not only take the scientific development view as the guide, but also use scientific management methods and means to protect the public security environment. It is also necessary to use technical means to evaluate the public security situation in real time so as to obtain feedback information so as to assist decision making and improve the public security environment better. After many years of statistical data accumulation Guangzhou Public Security Bureau has the conditions to carry out this work. Based on the actual characteristics of social security in Guangzhou, this paper studies the methods and models of social security assessment in Guangzhou, and designs and develops the evaluation system of social security in Guangzhou. The main research contents and innovations are as follows:. First, it analyzes the related concepts and connotations of social security assessment, studies the forming mechanism and influencing factors of social security problems, clarifies the concept of social security assessment, and expounds the basic ideas and principles of social security assessment. Second, it analyzes the actual characteristics of the social security situation in Guangzhou, establishes the evaluation index system of social security in Guangzhou, mainly includes the reflecting index and the influence index of the social security situation, and establishes the evaluation model of the single index of social security. An index threshold determination method and a threshold adjustment method combining expert investigation and statistical analysis of actual data are presented. A single index evaluation model can not only give a quantitative description of the changing situation of the case, but also evaluate the state of the index. Enables the police to intuitively determine which alert range a current indicator is in. Thirdly, the concept of comprehensive public security index is put forward, the model of comprehensive security index is established, and the index weight determination method combining expert investigation method with AHP method is given, which improves the accuracy of weighting. The steps of applying the comprehensive public security index to the evaluation are given. The comprehensive public security index is a comprehensive reflection of the public security situation by various indicators, which can not only reflect the degree of influence of each index on the public security situation. It can also reflect the changing trend of public security, and quantitatively assess the comprehensive public security situation in Guangzhou. 4th, analyzed, designed and implemented the Guangzhou social security evaluation system. First, analyzed the key technical requirements of the evaluation system; then, analyzed the processing process of the system, and gave the overall structure of the system. The function model of each subsystem is designed. Finally, the system of social security evaluation in Guangzhou is developed by using the technology of service-oriented architecture such as SOA, component and XML, and the running environment of the system is introduced. Finally, the validity of the model is verified by using the statistical data of the actual investigation in Guangzhou. The validity, practicability and reliability of the evaluation system of social security in Guangzhou are introduced and tested by using the historical data of the social security situation in Guangzhou.
