【摘要】： 傳統(tǒng)的犯罪防治策略主要是以犯罪和犯罪人為主軸而展開的思維路線,這種思維模式在很長一段時期內(nèi)持續(xù)左右著犯罪學的研究方向并決定了犯罪防治系統(tǒng)的投資比例。然而,曾一度以單一針對犯罪人和潛在犯罪人一方的犯罪防治策略越來越被現(xiàn)實的犯罪境況加以否定,正是這種效果甚微的預防現(xiàn)狀印證了傳統(tǒng)單方防治策略的局限性和片面性。傳統(tǒng)的犯罪防治策略的單一格局應當被打破,在新的犯罪防治策略系統(tǒng)中,犯罪預防與犯罪被害預防二者同等重要,各居其位,各盡其職,絕對不能漠視或夸大任何一方的效應而造成策略的誤導。本文選擇從被害和被害人的角度進行研究,重點針對犯罪被害預防的部分問題做出闡釋,理清犯罪被害預防的脈絡(luò),把握被害人之所以被害的規(guī)律,具體提出預防被害的有效措施,進行切實有效的犯罪防治活動。
[Abstract]:The traditional crime prevention and control strategy is mainly based on the crime and the criminal as the main axis of the thinking line. This mode of thinking in a very long period of time continues to control the direction of criminology and determine the proportion of investment in crime prevention and control system. Once upon a time, a single crime prevention strategy against the offender and the potential offender was denied by the actual situation of crime. It is this kind of prevention situation with little effect that confirms the limitation and one-sidedness of the traditional unilateral prevention strategy. The single pattern of the traditional crime prevention strategy should be broken in the new crime prevention strategy system. Crime prevention and crime victimization prevention are equally important. We must not ignore or exaggerate the effect of either party and cause the misguided strategy. This paper chooses to study from the perspective of the victim and the victim, focusing on some of the problems of crime prevention. This paper clarifies the context of crime prevention, grasps the law of victim being murdered, puts forward effective measures to prevent crime, and carries on effective crime prevention and control activities.
