【摘要】： 群體性事件是當(dāng)前我們面臨的一個日益突出的社會問題,對我國的社會穩(wěn)定和國家的長久持續(xù)發(fā)展造成了不可忽視的現(xiàn)實(shí)危害和潛在影響。這一問題已經(jīng)引起各級政府和社會各階層的普遍重視。理所當(dāng)然地,也成為維護(hù)社會穩(wěn)定的主力軍之一的公安機(jī)關(guān)迫切需要認(rèn)真研究和面對的一個重要課題。 本文從管理學(xué)、心理學(xué)、社會學(xué)等視角,分析了群體性事件的內(nèi)涵,并從公安工作的角度出發(fā)對群體性事件作出了界定。同時,結(jié)合公安工作實(shí)際和以往相關(guān)理論著述,對群體性事件的特征、現(xiàn)狀以及產(chǎn)生的誘因、深層次原因進(jìn)行了綜合分析。本文認(rèn)為,群體性事件作為一種社會現(xiàn)象,其出現(xiàn)難以避免,其性質(zhì)主要還是人民內(nèi)部矛盾,問題的關(guān)鍵在于如何妥善應(yīng)對,積極化解,變消極因素為積極因素,變不和諧因素為和諧因素。公安機(jī)關(guān)是群體性事件處置工作中的一個關(guān)鍵環(huán)節(jié),往往處于一個十分被動和敏感的地位,其被動和敏感之處就在于一個"度"的把握。本文認(rèn)為,公安機(jī)關(guān)在群體性事件處置中對于"度"的把握是妥善處置群體性事件的一個關(guān)鍵點(diǎn)。 受自然災(zāi)害、恐怖襲擊警報(bào)等級評估等做法,特別是加拿大警方對群體性事件進(jìn)行風(fēng)險等級評估的辦法的啟迪,本文在總結(jié)國內(nèi)外警方在處置群體性事件中所處的地位和擔(dān)負(fù)的職責(zé)、取得的成功經(jīng)驗(yàn)和有效做法以及遇到的問題和存在的不足的基礎(chǔ)上,認(rèn)真梳理我國相關(guān)法律法規(guī)和公安機(jī)關(guān)相關(guān)工作措施和工作手段。提出公安機(jī)關(guān)分等級應(yīng)對群體性事件的對策,從影響群體性事件嚴(yán)重程度的規(guī)模、表現(xiàn)形態(tài)以及群體情緒等因素出發(fā),嘗試對群體性事件緊急等級和公安機(jī)關(guān)的工作措施進(jìn)行了初步劃分,以求為公安機(jī)關(guān)在處置群體性事件時提供一個大體參考,盡量減少應(yīng)對失當(dāng)?shù)那闆r發(fā)生,促進(jìn)和諧社會建設(shè)。
[Abstract]:Group events are an increasingly prominent social problem we are facing. To our country's social stability and the country's long-term sustainable development has caused the realistic harm and the potential influence which cannot be ignored. This question has already caused the universal attention of all levels of government and the social stratum. The public security organ, which has become one of the main forces to maintain social stability, urgently needs to study and face an important subject. This paper analyzes the connotation of group events from the perspectives of management, psychology and sociology, and defines group events from the angle of public security work. Combined with the practice of public security work and related theoretical works in the past, this paper makes a comprehensive analysis of the characteristics, current situation, inducements and deep-seated causes of mass incidents. This paper holds that group incidents are a social phenomenon. It is difficult to avoid, its nature is mainly the contradictions among the people, the key to the problem is how to properly deal with, actively resolve, and turn negative factors into positive factors. The public security organ is a key link in the handling of mass incidents, often in a very passive and sensitive position. Its passivity and sensitivity lie in the grasp of "degree". This paper holds that the grasp of "degree" in the handling of group incidents by public security organs is a key point for properly dealing with group incidents. Exposure to practices such as natural disasters, terrorist attack alert assessment, and in particular the Canadian police approach to risk rating assessments for mass incidents. This paper summarizes the status and responsibilities of the police at home and abroad in dealing with mass incidents, the successful experience and effective practices, as well as the problems encountered and shortcomings. Combing the relevant laws and regulations of our country and the relevant working measures and means of public security organs, and putting forward the countermeasures of public security organs to deal with group incidents in different levels, from the scale of influencing the severity of group incidents. Based on some factors, such as the form of expression and group emotion, this paper attempts to divide the emergency level of mass incidents and the working measures of public security organs. In order to provide a general reference for public security organs to deal with group incidents, to reduce the occurrence of malpractice and to promote the construction of a harmonious society.
