【摘要】： 改革開放以來,全國城鄉(xiāng)人口流動趨于頻繁,使得城鄉(xiāng)隔絕的戶口遷移矛盾空前顯露,原有封閉的戶籍制度體系受到強有力的沖擊。戶籍制度在經歷了一系列改革,對城鄉(xiāng)人口流動制約作用得到弱化的同時,依然是中國城鄉(xiāng)人口流動的障礙,因而存在深化改革的必要。要減少或消除戶籍制度對城鄉(xiāng)人口流動的負面影響,使農民工得到應有的城市待遇,引導農村人口合理有序的向城鎮(zhèn)流動,實現向非農領域的轉移,就必須在理論上從戶籍制度與城鄉(xiāng)人口流動的相互關系入手,在實踐中探求消除戶籍制度對城鄉(xiāng)人口流動負面影響的有效途徑,探索戶籍制度改革的有效策略,促進兩者互動關系向著有利于社會主義現代化建設的方向發(fā)展。 戶籍制度對城鄉(xiāng)人口流動的影響主要體現在它制約著城鄉(xiāng)人口地域流動和社會流動,制約的后果是造就了農民與農民工的弱勢身份,阻礙城市化進程以及農業(yè)產業(yè)化進程,觸及和諧社會的構建和國家的長治久安。城鄉(xiāng)人口流動對戶籍制度的影響表現為它的存在是戶籍制度改革的推動力量。一方面城鄉(xiāng)人口流動現象的存在要求戶籍制度實現制度正義,另一方面城鄉(xiāng)人口流動的正向作用是戶籍制度改革的持續(xù)動力來源。戶籍制度改革在推動力與阻力并存的情況下,有成效也有不足,因而對深化戶籍制度改革提出目標追求,即在追求遷徙自由的同時,更期望同等國民待遇地實現,從而對等實現和諧社會所要求的科學有序的社會流動和公平正義。 戶籍制度是農民實現流動的制度障礙,農民在流動中能否得到與戶籍相關的城市待遇,對于能否實現農村剩余勞動力合理有序的轉移具有重要意義。因此,分析戶籍制度與城鄉(xiāng)人口流動之間的相互關系,探求深化戶籍制度改革的有效策略,對于農民工在城市獲得市民待遇,二元社會結構得到基礎瓦解、社會主義和諧社會理念在實踐中得到落實具有重要的學術意義和現實意義。
[Abstract]:Since the reform and opening up, the flow of urban and rural population tends to be frequent, which makes the contradiction of urban and rural urban and rural isolated hukou migration unparalleled. The original closed household registration system was strongly impacted. The household registration system has experienced a series of reforms and weakened the restriction on urban and rural population mobility, but it is still an obstacle to the flow of urban and rural population in China. Therefore, it is necessary to deepen the reform. It is necessary to reduce or eliminate the negative impact of the household registration system on urban and rural population mobility, so that migrant workers get due urban treatment, and guide the rural population to flow to cities and towns in a reasonable and orderly manner. To realize the transfer to the non-agricultural field, we must theoretically start with the relationship between the household registration system and the urban and rural population mobility, and explore the effective ways to eliminate the negative impact of the household registration system on the urban and rural population mobility in practice. This paper explores the effective strategies of the reform of the household registration system, and promotes the development of the interaction between the two towards the direction of socialist modernization. The impact of the household registration system on the urban and rural population mobility is mainly reflected in its constraints on the urban and rural population flow and social mobility, the effect of which is to create the weak status of farmers and migrant workers. Hinder the process of urbanization and agricultural industrialization. It touches on the construction of a harmonious society and the long-term stability of the country. The impact of urban and rural population mobility on the household registration system is manifested in its existence as the driving force of the reform of the household registration system. On the one hand, the existence of the phenomenon of urban and rural population mobility requires household registration. System realizes system justice. On the other hand, the positive effect of urban and rural population mobility is the continuous power source of household registration system reform. Therefore, to deepen the reform of the household registration system put forward the goal pursuit, that is, the pursuit of freedom of movement at the same time, more expected to achieve the same national treatment. In order to achieve the harmonious society of scientific and orderly social mobility and fairness and justice. Household registration system is a system obstacle for farmers to realize mobility. Whether farmers can get the urban treatment related to household registration in the flow is of great significance to the realization of the rational and orderly transfer of rural surplus labor force. By analyzing the relationship between household registration system and urban and rural population mobility and exploring effective strategies to deepen the reform of household registration system, the dual social structure has been disintegrated. It is of great academic and practical significance to carry out the concept of socialist harmonious society in practice.
