【摘要】：隨著我國經(jīng)濟的快速發(fā)展，社會結(jié)構(gòu)的不斷變化，刑事案件不斷增多，積累的案件也越來越多。刑事犯罪分子運用的犯罪手段也越來越先進,反偵察能力越來越強。因此，刑事犯罪偵查工作面臨嚴峻的考驗,工作方式和手段需要進行必要的調(diào)整。近年來，公安刑事偵查信息網(wǎng)絡(luò)建設(shè)發(fā)展迅猛，“金盾工程”的實施，為公安刑事偵查部門使用數(shù)字化、網(wǎng)絡(luò)信息化技術(shù)奠定了堅實的基礎(chǔ)。在公安系統(tǒng)中，通信技術(shù)、網(wǎng)絡(luò)技術(shù)和計算機技術(shù)為代表的現(xiàn)代化信息技術(shù)被越來越廣泛地應(yīng)用，特別是公安信息網(wǎng)絡(luò)在刑事案件的計算機網(wǎng)絡(luò)化管理中發(fā)揮了巨大作用，提高了公安刑事偵查部門對刑事犯罪信息的處理能力。為了進一步實現(xiàn)信息資源的共享，加大刑事偵查能力，滿足刑事偵查部門業(yè)務(wù)工作的需要，必須使用更先進的信息技術(shù)對刑事犯罪信息進行管理和應(yīng)用。因此，本文設(shè)計并實現(xiàn)了聯(lián)網(wǎng)刑事案件偵查系統(tǒng)。 本文聯(lián)系實際結(jié)合刑事偵查部門的實際工作要求，指出傳統(tǒng)C/S兩層結(jié)構(gòu)的刑事偵查信息系統(tǒng)存在的弊端，確認SSH三層架構(gòu)能夠有效地解決傳統(tǒng)架構(gòu)存在的一系列問題，其邏輯性及交互性更強，更加安全和方便，因此，確定采用基于新一代SSH三層結(jié)構(gòu)來設(shè)計警用聯(lián)網(wǎng)刑事案件偵查系統(tǒng)。本文在計算機軟件工程和設(shè)計思路的指導(dǎo)下，重點闡述了刑事案件偵查系統(tǒng)的設(shè)計思路和實現(xiàn)方法。設(shè)計并實現(xiàn)了聯(lián)網(wǎng)刑事案件偵查系統(tǒng)的數(shù)據(jù)庫ER圖，根據(jù)數(shù)據(jù)庫ER圖，設(shè)計了詳細的數(shù)據(jù)庫邏輯結(jié)構(gòu)。在此基礎(chǔ)上，完成了對聯(lián)網(wǎng)刑事案件偵查系統(tǒng)的整體設(shè)計。 本文從業(yè)務(wù)模型著手，對聯(lián)網(wǎng)刑事案件偵查系統(tǒng)的需求進行了分析，使用UML設(shè)計了業(yè)務(wù)流程圖、用例圖、功能結(jié)構(gòu)圖等。刑事偵查處理流程主要包括受案、立案、偵查、破案、結(jié)案五個階段。系統(tǒng)用例主要包括接報案件用例、受害人用例、嫌疑人用例、現(xiàn)場勘查用例、案件處理用例等內(nèi)容。系統(tǒng)融合了刑事案件的人、案、物、證、線索等相關(guān)信息。所包括的八個子模塊分別是現(xiàn)場勘察、受理登記、儀器設(shè)備、公文收發(fā)、物證檔案、技術(shù)人員、單位記事、輔助信息模塊。各個功能模塊根據(jù)實際刑事偵查工作情況相互關(guān)聯(lián)，構(gòu)成完整的刑偵系統(tǒng)。本系統(tǒng)在設(shè)計過程中充分考慮到公安部門對數(shù)據(jù)管理的實際需求，采用了由省級刑偵庫與地區(qū)刑偵庫二級聯(lián)網(wǎng)的方案。 系統(tǒng)的實現(xiàn)從登錄模塊開始，通過系統(tǒng)類圖、程序代碼、程序運行流程圖及其操作界面四個方面進行闡述，分別介紹了現(xiàn)場勘查、受理登記、儀器設(shè)備、公文收發(fā)、物證檔案等模塊的實現(xiàn)。同時，本文利用SOM網(wǎng)絡(luò)的聚類功能提供了一種全新的案件分析方式。SOM網(wǎng)絡(luò)從案發(fā)時間、案發(fā)區(qū)域、作案手段和工具以及襲擊目標(biāo)上尋找刑事案件的相似點。 系統(tǒng)測試結(jié)果表明，本系統(tǒng)符合設(shè)計要求，用戶界面簡單友好、操作方便，，能夠通過用戶界面實現(xiàn)對各項相關(guān)業(yè)務(wù)信息的監(jiān)視、控制與管理。滿足了公安部門刑事偵查業(yè)務(wù)的實際工作需求。
[Abstract]:With the rapid development of China ' s economy , the changing of social structure , the increasing number of criminal cases and the accumulation of criminal cases , the criminal methods of criminal investigation are becoming more and more advanced and the anti - reconnaissance capability is more and more powerful . In recent years , the development of criminal investigation information network is becoming more and more advanced and the anti - reconnaissance capability is more and more powerful . In recent years , the development of criminal investigation information network has become more and more widely applied , especially the public security information network has played a great role in the computer network management of criminal cases . In order to further realize the sharing of information resources , the criminal investigation ability is increased , and the criminal investigation department has to use the advanced information technology to manage and apply the criminal offence information . Therefore , the paper designs and implements the criminal investigation system of the networked criminal case . This paper points out the shortcomings of the traditional C / S two - layer structure criminal investigation information system , and confirms that the three - layer structure of SSH can effectively solve a series of problems existing in the traditional architecture , which is more secure and convenient . In this paper , a new generation of SSH three - layer structure is used to design the investigation system of the criminal case investigation system . According to the database ER diagram , a detailed database logic structure is designed . On this basis , the whole design of the investigation system of the networked criminal case is completed . This paper analyzes the demand of the investigation system of the networked criminal cases from the business model , and uses UML to design the business flow chart , case diagram , function chart and so on . The realization of the system is described in four aspects : system class diagram , program code , program running flowchart and its operation interface . The system test results show that the system meets the design requirements , the user interface is simple and friendly , the operation is convenient , the monitoring , control and management of the relevant business information can be realized through the user interface , and the actual working demand of the criminal investigation service of the public security department is met .
