【摘要】：20世紀(jì)80年代以來,隨著我國社會(huì)經(jīng)濟(jì)、政治的高速發(fā)展,社會(huì)形勢的不斷變化,人民群眾對新型社會(huì)公共管理方式,尤其是對警察部門的社區(qū)警務(wù)模式,提出了更高的要求。傳統(tǒng)的社區(qū)警務(wù)運(yùn)作模式中“社區(qū)警力不足”、“重打擊輕防范”、“重案件偵破而輕社區(qū)管理”的工作策略已無法適應(yīng)當(dāng)今社會(huì)的發(fā)展。本文從治理的角度出發(fā),分析了西方各國及我國社區(qū)警務(wù)改革的實(shí)踐歷程及主要內(nèi)容,并在此基礎(chǔ)上嘗試對我國社區(qū)警務(wù)改革的實(shí)際運(yùn)作情況進(jìn)行分析,從而提出適用于新的社會(huì)政治、經(jīng)濟(jì)環(huán)境下,以大城市城區(qū)的社區(qū)中心警務(wù)室為工作平臺,以社區(qū)民警聯(lián)勤制工作機(jī)制為主要思想的新型社區(qū)警務(wù)模式。 探索實(shí)踐社區(qū)中心警務(wù)室聯(lián)勤工作模式,是天津市公安南開分局自2002年來,從初步實(shí)施社區(qū)警務(wù)戰(zhàn)略過程開始,就不斷研究探索的一個(gè)新課題。課題研究的主要任務(wù)是,以黨的十七大精神和科學(xué)發(fā)展觀為指導(dǎo),積極適應(yīng)城市化發(fā)展的迫切需要和和諧社會(huì)建設(shè),以創(chuàng)建“平安南開”為目標(biāo),以推進(jìn)“三項(xiàng)建設(shè)”、深化“三基”工程為重點(diǎn),加快建立與新型社區(qū)管理體制相適應(yīng)的新型社區(qū)警務(wù)管理機(jī)制。自2005年1月至今,課題研究工作從調(diào)研論證、制定方案到組織試點(diǎn)、評估推廣,分階段、有計(jì)劃地推進(jìn),現(xiàn)已取得初步成效。 本文對形成以社區(qū)中心警務(wù)室為平臺,社區(qū)民警聯(lián)勤工作制的新型社區(qū)警務(wù)模式的理論基礎(chǔ)、改革思路、機(jī)制建構(gòu)、創(chuàng)新特色進(jìn)行了探討研究。以社區(qū)中心警務(wù)室為工作平臺的社區(qū)警務(wù)策略,是我國警察部門社區(qū)警務(wù)工作改革中,一種維護(hù)社會(huì)治安的新思維、新觀念的實(shí)踐載體,體現(xiàn)了我國警察部門在對其所承擔(dān)的公共管理職能進(jìn)行改革創(chuàng)新和新公共運(yùn)動(dòng)中所蘊(yùn)含的“治理”觀念。在借鑒西方國家經(jīng)驗(yàn)和做法的基礎(chǔ)上,我國警察部門也嘗試進(jìn)行社區(qū)警務(wù)制度改革,并逐漸形成以“一社區(qū)一中心警務(wù)室”模式為代表的“現(xiàn)代化”社區(qū)警務(wù)工作模式,且在人口密集型大城市城區(qū)的社區(qū)警務(wù)管理工作中,取得了顯著的工作成效。
[Abstract]:Since 1980s, with the rapid development of our country's social economy and politics, and the constant change of the social situation, the people have a new way of social public management, especially the community policing mode of the police department. The working strategy of "paying more attention to case detection than community management" has been unable to adapt to the development of today's society. From the perspective of governance, this paper analyzes the practical course and main contents of community policing reform in western countries and in our country. On this basis, it tries to analyze the actual operation of community policing reform in our country, and puts forward that it can be applied to the new social, political and economic environment, and take the community central police office in the metropolitan area as the working platform. A new mode of community policing based on the joint work mechanism of community police. The exploration of practice community center police office joint service work model, is Tianjin public security Nankai sub-bureau since 2002, from the initial implementation of community policing strategy process. The main task of the research is to actively adapt to the urgent needs of urbanization and the construction of a harmonious society under the guidance of the spirit of the 17th Party Congress and the scientific development concept. The aim is to establish "peaceful Nankai", to promote the "three construction" and to deepen the "three basic" projects. Since January 2005, the research work has been from investigation and demonstration to the organization of pilot projects, evaluation and promotion, and divided into stages. Advance in a planned manner, has achieved initial results. In this paper, the formation of a new community policing model based on the community center police office platform, community police joint service system, the theoretical basis, reform ideas, the construction of the mechanism. The community policing strategy, which takes the community center police office as the work platform, is a new thinking of maintaining social order in the reform of the community policing work of the police department of our country. The practical carrier of new ideas. It embodies the concept of "governance" contained in the reform and innovation of the public management functions undertaken by the police departments in our country and the concept of "governance" contained in the new public movement, on the basis of drawing lessons from the experiences and practices of the western countries. Our country police department also tries to carry on the community policing system reform, and gradually forms the "modernized" community policing work mode represented by the "one community, one central police room" pattern. And in the management of community policing in densely populated metropolitan areas, remarkable results have been achieved.
