【摘要】:為了拓展新的市場發(fā)展,ICT (Information Communication Technology)項(xiàng)目成為電信企業(yè)新的業(yè)務(wù)熱點(diǎn)。在筆者所處的電信企業(yè),項(xiàng)目進(jìn)度管理技能薄弱,所承接ICT項(xiàng)目的延期比例居高不下,客戶滿意率低,對(duì)電信企業(yè)的品牌形象產(chǎn)生了負(fù)面影響。 項(xiàng)目進(jìn)度管理是項(xiàng)目管理的重要組成部分,合適的計(jì)劃和有效的控制是保證項(xiàng)目能夠按照客戶期望時(shí)間完成的關(guān)鍵環(huán)節(jié)。作為一種新的進(jìn)度管理方法,關(guān)鍵鏈在項(xiàng)目實(shí)踐中得到了成功應(yīng)用。其主旨在于將資源約束提升到與工序間邏輯依賴關(guān)系同等重要的地位,并以風(fēng)險(xiǎn)聚合原理為理論基礎(chǔ),引入緩沖機(jī)制,通過集中設(shè)置緩沖區(qū)來吸收延誤風(fēng)險(xiǎn),并通過對(duì)緩沖區(qū)監(jiān)控實(shí)施控制。 本文將關(guān)鍵鏈管理方法應(yīng)用于海陵區(qū)社會(huì)面治安監(jiān)控項(xiàng)目的進(jìn)度管理實(shí)踐。首先對(duì)項(xiàng)目的進(jìn)度管理進(jìn)行了深入研究,重點(diǎn)論述了進(jìn)度計(jì)劃和控制的方法,對(duì)網(wǎng)絡(luò)計(jì)劃技術(shù)的局限性進(jìn)行了分析,指出忽視了資源約束的進(jìn)度計(jì)劃缺乏可靠性和穩(wěn)定性。其次,闡述了關(guān)鍵鏈項(xiàng)目管理的理論基礎(chǔ),從關(guān)鍵鏈的識(shí)別、緩沖區(qū)大小的設(shè)置、緩沖區(qū)管理機(jī)制等方面進(jìn)行了詳細(xì)論述,指出關(guān)鍵鏈管理在工作持續(xù)估計(jì)上準(zhǔn)確度不足,提出將網(wǎng)絡(luò)計(jì)劃技術(shù)和關(guān)鍵鏈管理方法相融合,應(yīng)用于項(xiàng)目進(jìn)度管理。最后結(jié)合實(shí)際案例,運(yùn)用改進(jìn)后的關(guān)鍵鏈管理方法,識(shí)別“瓶頸”資源,確認(rèn)關(guān)鍵鏈,設(shè)置緩沖區(qū),編制項(xiàng)目進(jìn)度計(jì)劃,并監(jiān)控緩沖區(qū)以實(shí)施進(jìn)度控制。 應(yīng)用結(jié)果表明,改進(jìn)后的關(guān)鍵鏈項(xiàng)目進(jìn)度管理較傳統(tǒng)項(xiàng)目進(jìn)度管理具有更高的可靠性和穩(wěn)定性,關(guān)鍵鏈技術(shù)在電信ICT項(xiàng)目計(jì)劃與控制管理中有很好的應(yīng)用前景。
[Abstract]:In order to expand the new market development, ICT (Information Communication Technology) project has become a new hot spot service for telecom companies. Located in the telecom enterprise, project management skills are weak, the proportion of ICT projects to undertake extension of high, low customer satisfaction has a negative impact on the telecom enterprise's brand image.
Project management is an important part of project management, appropriate planning and effective control is to ensure that the project can be completed in accordance with the key customer expectations of time. As a new method of schedule management, key chain has been successfully applied in practice. The main purpose is to improve the resource constraint dependencies are equally important the status and process logic, and risk aggregation principle as the theoretical basis, the introduction of buffer mechanism, by setting up a buffer to absorb the risk of delays, and control by monitoring the buffer.
Schedule management practice the critical chain management method applied to Hailing District public security monitoring project. Firstly, the progress of the project management in-depth research, discusses the method of scheduling and control, the limitations of network planning technology is analyzed, which ignores the resource constrained schedule and lack of reliability stability. Secondly, expounds the theoretical foundation of critical chain project management, from the identification of critical chain, the size of the buffer is set on the buffer management mechanism are discussed in detail. It is pointed out that the key chain management in accurate time estimation problems, this algorithm combines the network planning technology and critical chain management method, application in the progress of the project management. Finally, combined with the actual case, the use of critical chain management method improved, identifying bottleneck resource, key chain, setting the buffer, compiled items Schedule the schedule and monitor the buffer to carry out progress control.
The application results show that the improved critical chain project schedule management has higher reliability and stability than traditional project schedule management, and critical chain technology has a good application prospect in telecom ICT project planning and control management.
