【摘要】：正隨著中央反腐敗力度的加大,當前又出現(xiàn)了一個新的現(xiàn)象:一些干部不貪腐也不干事,出現(xiàn)"廉而不為"、"廉而失能"、懶政怠政等現(xiàn)象。干部清廉與懶政怠政現(xiàn)象并存,組織廉潔卻"空轉(zhuǎn)"。一個腐敗無能的政權難以逃脫衰敗滅亡的命運,這已為古今中外無數(shù)的歷史事實所證明。我們現(xiàn)在常說的廉潔政治是與腐敗政治相對而言的一種理想政治狀態(tài)。廉能政治比廉潔政治的要求更高,除了要求具備廉潔政治的標準,還應具備以
