【摘要】：人的腐敗是公權(quán)腐敗的先聲,作為人偏離了應(yīng)有的發(fā)展軌道,作為官員自然難以嚴(yán)格按照制度規(guī)范行使手中的公權(quán)力。人是多維一體的現(xiàn)實(shí)人,是自然維度、自由維度、社會(huì)維度、勞動(dòng)維度的辯證統(tǒng)一。人的腐敗是在人的多維發(fā)展中歷史生成的,是人在某個(gè)或多個(gè)維度上偏離正確軌道的結(jié)果。因而,反腐敗必須從人的現(xiàn)實(shí)出發(fā),遵循人的發(fā)展規(guī)律,將物質(zhì)支撐、信仰提升、制度規(guī)范、價(jià)值引領(lǐng)相結(jié)合作為系統(tǒng)工程整體推進(jìn)。任何試圖尋找腐敗的絕對(duì)根源從而一勞永逸地解決問題的想法都是徒勞無益的,任何單獨(dú)的反腐舉措都只具有有限的意義。
[Abstract]:Human corruption is the forerunner of public power corruption. As human beings deviate from the proper development track, it is naturally difficult for officials to exercise their public power strictly in accordance with system norms. Man is a multi-dimensional reality person, is the dialectical unity of nature dimension, freedom dimension, social dimension and labor dimension. Human corruption is the result of human's deviation from the correct track in one or more dimensions. Therefore, anti-corruption must proceed from the reality of human beings, follow the law of human development, combine material support, belief promotion, system standard and value guidance as a whole of system engineering. Any attempt to find the absolute root causes of corruption in order to solve the problem once and for all would be futile, and any separate anti-corruption effort would have limited significance.
