【摘要】：近年來,各地黨政部門都在積極探索干部選拔任用制度改革并取得了明顯成效,但在干部選拔任用的部門主導權、"一把手"用人權、選任機會和選任渠道等方面還存在不同程度的部門化現(xiàn)象。究其原因,主要有:一些部門的主要領導干部受傳統(tǒng)用人觀的影響;干部人事制度還不完善;干部選拔任用民主監(jiān)督機制還不健全。要從根本上消除這種部門化現(xiàn)象,必須樹立正確的選任標準和導向,規(guī)范初始提名制度,完善選任程序和運行機制,健全政績考評方法,拓寬選任渠道,強化監(jiān)督機制與明確選任責任。
[Abstract]:In recent years, party and government departments in various localities have been actively exploring the reform of the system of selecting and appointing cadres and have achieved remarkable results, but in leading departments in the selection and appointment of cadres, "top leaders" use human rights. There are also different degrees of sectorization in the selection opportunities and channels. The main reasons are as follows: the main leading cadres of some departments are influenced by the traditional view of employment; The cadre personnel system is not perfect; The democratic supervision mechanism of cadre selection and appointment is not perfect. In order to eliminate this phenomenon fundamentally, we must set up a correct standard and guidance for selecting and appointing, standardize the initial nomination system, and perfect the selection procedure and operation mechanism. Improve the performance evaluation method, broaden the selection channels, strengthen the supervision mechanism and clear selection responsibility.
