湖北省耕地資源凈外部性價(jià)值量測(cè)算及財(cái)政轉(zhuǎn)移支付

【摘要】:耕地資源既能產(chǎn)生生態(tài)效益,為整個(gè)社會(huì)提供生態(tài)福利,具有正外部性,同時(shí)也會(huì)因?yàn)椴缓侠砝枚鴵p壞人類的福利,產(chǎn)生負(fù)外部效應(yīng)。僅僅估算耕地的正外部性價(jià)值量,可能會(huì)高估耕地保護(hù)經(jīng)濟(jì)補(bǔ)償額,不利于耕地保護(hù)政策的實(shí)施。本文以湖北省102個(gè)縣(市、區(qū))為例,分別測(cè)算了耕地的正外部性和負(fù)外部性價(jià)值量,進(jìn)而得出耕地的凈外部性價(jià)值量;此外,通過測(cè)算各區(qū)域內(nèi)部的外部性需求量得出耕地保護(hù)的外部性盈虧水平,并據(jù)此實(shí)施跨區(qū)域的財(cái)政轉(zhuǎn)移支付,以均衡各區(qū)域的發(fā)展。研究結(jié)果表明:①湖北省大部分地區(qū)的耕地對(duì)外界環(huán)境均起到了正面影響,但省內(nèi)耕地資源的凈外部性水平差異明顯;②扣除區(qū)域內(nèi)部的外部性需求量,湖北省共有41個(gè)縣(市、區(qū))耕地保護(hù)的外部性有盈余,屬于財(cái)政轉(zhuǎn)移支付受償區(qū);同時(shí),共有61個(gè)縣(市、區(qū))耕地資源的外部性處于虧損狀態(tài),屬于財(cái)政轉(zhuǎn)移支付支付區(qū);③財(cái)政轉(zhuǎn)移支付行為具有一定的現(xiàn)實(shí)可操作性。各個(gè)縣(市、區(qū))的轉(zhuǎn)移支付額占當(dāng)年地方政府財(cái)政收入的比例較低,約為0.007%~5.030%,均在政府可承受的范圍內(nèi)。研究成果為耕地保護(hù)經(jīng)濟(jì)補(bǔ)償政策的實(shí)施提供了一定的理論依據(jù)。
[Abstract]:Cultivated land resources can not only produce ecological benefits and provide ecological benefits for the whole society, but also damage the welfare of human beings because of unreasonable utilization, and produce negative external effects. Only to estimate the positive externality value of cultivated land may overestimate the amount of economic compensation for cultivated land protection, which is not conducive to the implementation of cultivated land protection policy. Taking 102 counties (cities and districts) in Hubei Province as examples, this paper calculates the positive externality and negative externality value of cultivated land, and then obtains the net externality value of cultivated land. In addition, the externality profit and loss level of cultivated land protection is obtained by measuring the external demand within each region, and the financial transfer payment across regions is implemented to balance the development of each region. The results show that: (1) the cultivated land in most areas of Hubei Province has a positive impact on the external environment, but the net externality level of cultivated land resources in Hubei Province is obviously different. (2) after deducting the external demand within the region, there is a surplus in the externalities of cultivated land protection in 41 counties (cities and districts) in Hubei Province, which belongs to the paid area of financial transfer payment; At the same time, the externality of cultivated land resources in 61 counties (cities, districts) is in a state of loss, which belongs to the financial transfer payment area. (3) the financial transfer payment behavior has certain practical maneuverability.
