【摘要】：隨著工業(yè)化的快速推進,人類對自然資源的過度開發(fā)和不合理的利用日益嚴重,煤炭作為人類生存和經(jīng)濟社會發(fā)展的基礎(chǔ)性資源,在利用的同時對環(huán)境造成了嚴重的污染,使生態(tài)環(huán)境建設中外部性問題尤為明顯。環(huán)境污染是市場失靈的一種表現(xiàn),基于外部性理分析了煤炭資源利用過程中對環(huán)境產(chǎn)生的影響并且從宏觀、微觀的角度對造成環(huán)境負外部性的影響提出了有效的對策與措施。
[Abstract]:With the rapid development of industrialization, the overexploitation and unreasonable utilization of natural resources by human beings are becoming more and more serious. Coal, as the basic resource for human survival and economic and social development, has caused serious pollution to the environment at the same time. The externality problem in ecological environment construction is particularly obvious. Environmental pollution is a manifestation of market failure. Based on the external theory, this paper analyzes the influence on the environment in the process of coal resources utilization, and puts forward some effective countermeasures and measures for the negative externality of the environment from the macro and micro point of view.
