基于人均生態(tài)承載力的安徽省資源環(huán)境公平性研究

【摘要】:通過對(duì)人均生態(tài)承載力內(nèi)涵的擴(kuò)展,提出了生態(tài)承載系數(shù)的概念。從多個(gè)時(shí)間斷面出發(fā),計(jì)算2001—2010年安徽省17個(gè)地市的人均生態(tài)承載力,并選取能源消耗、水資源消耗、SO2排放和COD排放4個(gè)評(píng)價(jià)因子,構(gòu)建基于人均生態(tài)承載力的安徽省資源環(huán)境基尼系數(shù)和生態(tài)承載系數(shù)的計(jì)算與評(píng)價(jià)方法。結(jié)果表明:(1)安徽省SO2排放的資源環(huán)境基尼系數(shù)高于0.4的警戒線,能源消耗的資源環(huán)境基尼系數(shù)接近0.4的警戒線,水資源消耗和COD排放的資源環(huán)境基尼系數(shù)均處于相對(duì)平均等級(jí)。(2)總體來看,省內(nèi)資源型城市馬鞍山、淮南,經(jīng)濟(jì)較發(fā)達(dá)城市合肥和沿江工業(yè)城市安慶、蕪湖是安徽省資源消耗和污染物排放不公平性的主要因子,需要優(yōu)化資源環(huán)境分配;皖南山區(qū)城市黃山、池州和宣城是安徽省資源消耗和污染物排放公平性的主要因子。該研究可為安徽省資源環(huán)境安全性評(píng)估和分配提供理論依據(jù)。
[Abstract]:Through the extension of the connotation of per capita ecological carrying capacity, the concept of ecological carrying capacity coefficient is put forward. Based on several time sections, the ecological carrying capacity per capita of 17 cities and cities in Anhui Province from 2001 to 2010 was calculated, and four evaluation factors, energy consumption, water consumption, SO2 emission and COD emission, were selected to evaluate the ecological carrying capacity of 17 cities and cities in Anhui Province from 2001 to 2010. The calculation and evaluation methods of Gini coefficient and ecological bearing coefficient of resources and environment in Anhui Province based on per capita ecological carrying capacity were established. The results are as follows: (1) the resource and environment Gini coefficient of SO2 emission in Anhui Province is higher than 0.4, and the Gini coefficient of energy consumption is close to 0.4 warning line. The Gini coefficients of water resources consumption and COD emissions are both in the relative average grade. (2) in general, the resources-based cities of Maanshan, Huainan, Hefei and Anqing, the industrial cities along the Yangtze River, are more economically developed cities. Wuhu is the main factor of unfairness in resource consumption and pollutant emission in Anhui Province, which needs to optimize the allocation of resources and environment. Huangshan, Chizhou and Xuancheng are the main factors of resource consumption and pollutant emission equity in southern Anhui Province. This study can provide a theoretical basis for the assessment and allocation of resources and environment security in Anhui Province.
