【摘要】：體制因素和利益因素是影響我國(guó)土地資源配置的核心要素。在土地資源配置體制機(jī)制方面,存在著政府行為和市場(chǎng)機(jī)制難以有機(jī)結(jié)合的困局,需要進(jìn)一步理順政府和市場(chǎng)關(guān)系,明確各自分工。在城鄉(xiāng)土地資源跨區(qū)配置、跨期配置以及城鄉(xiāng)統(tǒng)一市場(chǎng)建設(shè)過(guò)程中,分別存在配置范圍評(píng)判難、土地供求缺口估算難、土地利益重新平衡難的困局,需要從進(jìn)一步健全土地跨區(qū)評(píng)判標(biāo)準(zhǔn)、科學(xué)測(cè)算土地利用缺口以及破除體制機(jī)制約束等方面實(shí)現(xiàn)土地資源合理配置和利用。在農(nóng)地經(jīng)營(yíng)權(quán)流轉(zhuǎn)過(guò)程中存在流轉(zhuǎn)規(guī)�？刂齐y的困境,需要在充分考慮農(nóng)地供求雙方利益訴求的基礎(chǔ)上,更好發(fā)揮政府的支持作用。
[Abstract]:Institutional factors and interest factors are the core factors that affect the allocation of land resources in China. In the aspect of land resource allocation system mechanism, there is a dilemma that government behavior and market mechanism are difficult to combine organically. It is necessary to further straighten out the relationship between government and market, and clarify the division of labor between government and market. In the process of cross-regional allocation of urban and rural land resources, intertemporal allocation and the construction of the unified market of urban and rural areas, there are difficulties in judging the allocation scope, estimating the gap between land supply and demand, and rebalancing the land interests, respectively. It is necessary to realize rational allocation and utilization of land resources from the following aspects: further improving the evaluation criteria of land cross-region, scientifically calculating the land use gap and breaking down the system and mechanism constraints, and so on. It is difficult to control the circulation scale in the process of farmland management right transfer, so it is necessary to give full consideration to the interests of both supply and demand of agricultural land and give full play to the supporting role of the government.
