【摘要】：土地資源是人類賴以生存和發(fā)展的物質(zhì)基礎(chǔ),土地資源的可持續(xù)利用關(guān)系著社會穩(wěn)定、經(jīng)濟(jì)可持續(xù)發(fā)展。隨著人口的迅速增長及經(jīng)濟(jì)發(fā)展的需要,對土地資源的粗放、竭澤而漁利用,已經(jīng)影響了我國經(jīng)濟(jì)社會的可持續(xù)發(fā)展。土地資源可持續(xù)利用作為糧食安全、資源安全和環(huán)境安全的重要基礎(chǔ),需要全社會廣泛關(guān)注與重視。論文在梳理國內(nèi)外相關(guān)文獻(xiàn)的基礎(chǔ)上,以黑龍江省行政范圍為研究區(qū),對該區(qū)的2005—2010年土地可持續(xù)利用狀況進(jìn)行分析評價(jià),主要從土地資源安全角度出發(fā),結(jié)合了黑龍江省土地資源的現(xiàn)狀,從生產(chǎn)力、生產(chǎn)穩(wěn)定性、經(jīng)濟(jì)可行性、資源保護(hù)性、社會可接受性五個方面來選取相關(guān)評價(jià)指標(biāo),運(yùn)用層次分析法(AHP)確定指標(biāo)的權(quán)重,運(yùn)用多因素綜合評價(jià)模型對研究區(qū)的土地可持續(xù)利用進(jìn)行評價(jià),試圖對黑龍江省的土地資源利用、管理等方面提供實(shí)踐依據(jù)。研究結(jié)果表明:通過對黑龍江省2005—2010年的土地可持續(xù)利用評價(jià)結(jié)果進(jìn)行等級劃分,生產(chǎn)力總體上呈現(xiàn)上升趨勢,但在2009年有所下降,在2010年達(dá)到較高水平;生產(chǎn)穩(wěn)定性在2005年和2010年維持在中等水平上,2006到2009年期間的評價(jià)結(jié)果相對2005年、2010年兩年有所降低;經(jīng)濟(jì)可行性從2005年到2009年逐步上升,2010年有所下降;資源保護(hù)性一直在中等水平,即資源保護(hù)較為合理,評價(jià)期間該指標(biāo)從較低水平邁入中等偏高的水平;社會可接受性,從2005年中等水平逐年下降到低等水平,與綜合評價(jià)結(jié)果的變化趨勢相反,即對綜合評價(jià)結(jié)果影響作用不大�？傊�,從2005年到2010年間,黑龍江省的土地利用可持續(xù)是呈逐漸升高趨勢,但處于基本可持續(xù)發(fā)展階段,未來提升的潛力較大。據(jù)此提出針對黑龍江省土地可持續(xù)利用的一些建議:調(diào)整土地利用結(jié)構(gòu);協(xié)調(diào)土地利用與完善生態(tài)環(huán)境建設(shè);重構(gòu)經(jīng)濟(jì)社會發(fā)展的土地資源利用模式;實(shí)施嚴(yán)格的政策法規(guī)。
[Abstract]:Land resources are the material basis for human survival and development. The sustainable use of land resources is related to social stability and sustainable economic development. With the rapid growth of population and the need of economic development, extensive use of land resources has affected the sustainable development of China's economy and society. As an important foundation of food security, resource security and environmental security, the sustainable utilization of land resources needs the attention and attention of the whole society. On the basis of combing the relevant literature at home and abroad and taking the administrative scope of Heilongjiang Province as the research area, the paper analyzes and evaluates the sustainable land use in this area from 2005 to 2010, mainly from the perspective of land resource security. Combined with the present situation of land resources in Heilongjiang Province, the relevant evaluation indexes are selected from five aspects of productivity, production stability, economic feasibility, resource protection and social acceptability, and the weight of the index is determined by using the Analytic hierarchy process (AHP). The multifactor comprehensive evaluation model is used to evaluate the sustainable land use in the study area, and to provide practical basis for land resource utilization and management in Heilongjiang Province. The results show that the productivity of Heilongjiang Province from 2005 to 2010 showed an upward trend, but decreased in 2009 and reached a higher level in 2010. The stability of production was maintained at the medium level in 2005 and 2010, the results of evaluation from 2006 to 2009 were lower than that of 2005, and the economic feasibility gradually increased from 2005 to 2009, and decreased in 2010. The protection of resources has always been at the medium level, that is, the protection of resources is more reasonable. During the evaluation period, the index moved from the lower level to the middle high level, and the social acceptability decreased from the middle level in 2005 to the low level year by year. Contrary to the change trend of the comprehensive evaluation results, it has little effect on the comprehensive evaluation results. In short, from 2005 to 2010, the sustainable land use in Heilongjiang Province is gradually increasing, but it is in the stage of basic sustainable development, and the potential for future promotion is great. Based on this, some suggestions for sustainable land use in Heilongjiang Province are put forward, such as adjusting the structure of land use, coordinating land use and improving ecological environment construction, reconstructing the land resource utilization mode of economic and social development, and implementing strict policies and regulations.
