【摘要】：吳江擁有行政面積約四分之一的水域面積,水資源豐富,水和當(dāng)?shù)厝藗兊纳蠲芮邢嚓P(guān)。地方社會(huì)經(jīng)濟(jì)的發(fā)展有賴于水,但是在發(fā)展經(jīng)濟(jì)、推進(jìn)城鎮(zhèn)化建設(shè)的過程中也對水環(huán)境造成了一定污染和影響,而隨著地區(qū)城鎮(zhèn)化建設(shè)的不斷推進(jìn),人們的生活質(zhì)量也在不斷提高,對環(huán)境的要求也越來越高。當(dāng)前人們已經(jīng)開始意識到保護(hù)水環(huán)境資源的重要性,并著手開展河道整治、東太湖水環(huán)境整治等一系列措施,在一定程度上改善了區(qū)域內(nèi)水環(huán)境。但是整治過后如何進(jìn)行管理,形成一定的長效機(jī)制,使整治的效應(yīng)得以保持,如何有效地利用區(qū)域內(nèi)豐富的水環(huán)境資源,將城鎮(zhèn)化建設(shè)和水環(huán)境環(huán)境管理利用相結(jié)合仍是吳江在未來一段時(shí)間內(nèi)需要考慮和急需解決的問題。適時(shí)考慮未來開發(fā)利用問題,既關(guān)系到未來吳江整體生態(tài)環(huán)境情況,關(guān)系到地區(qū)經(jīng)濟(jì)轉(zhuǎn)型升級、產(chǎn)業(yè)結(jié)構(gòu)調(diào)整和生態(tài)友好型社會(huì)的建立,也將成為人與環(huán)境和諧發(fā)展的重要命題。 水環(huán)境資源作為資源的一種,具備較大的發(fā)展?jié)摿?本文首次以吳江作為研究對象通過對當(dāng)?shù)厮h(huán)境資源的價(jià)值評估,分析影響資源價(jià)值利用的幾大問題,為未來當(dāng)?shù)厮h(huán)境資源的開發(fā)建設(shè)提供參考依據(jù)。文章通過指出吳江水環(huán)境資源現(xiàn)狀和在管理利用中存在的問題,同時(shí)分析影響吳江水環(huán)境資源管理利用效率的深層次原因,并提出未來吳江在水環(huán)境資源管理利用上進(jìn)一步規(guī)范管理提高利用效率的途徑,以及針對不同的水環(huán)境資源形式提出不同的利用方式。文章提出對水環(huán)境資源的利用必須是有針對性和循序漸進(jìn)的,不可一蹴而就。在對比分析周邊地區(qū)對水環(huán)境資源的利用情況分析幾個(gè)成功案例的基礎(chǔ)上,指導(dǎo)吳江在城市建設(shè)和社會(huì)經(jīng)濟(jì)發(fā)展過程中對水環(huán)境資源管理利用的具體運(yùn)營模式和方法、方向,從而改變傳統(tǒng)對水資源利用的盲區(qū),促進(jìn)現(xiàn)代服務(wù)業(yè)發(fā)展,通過人們樹立綠色生態(tài)、循環(huán)發(fā)展的理念,使城市發(fā)展走向健康、可持續(xù)的發(fā)展道路。 本文主要通過文獻(xiàn)研究法、定性分析法、實(shí)證研究法等研究方法對吳江水環(huán)境資源利用進(jìn)行簡要分析,通過理論分析和規(guī)范性分析相結(jié)合,概念分析與文獻(xiàn)分析相結(jié)合,將新水利理論、社會(huì)生態(tài)學(xué)、可持續(xù)發(fā)展等相關(guān)理論綜合應(yīng)用到吳江水環(huán)境資源管理利用的實(shí)踐中來。生態(tài)低碳、可持續(xù)發(fā)展作為未來水環(huán)境資源管理利用的主要方向,未來吳江城鎮(zhèn)化的發(fā)展必須將水環(huán)境保護(hù)與開發(fā)利用工作結(jié)合起來,把水環(huán)境資源利用作為未來城市發(fā)展的重要方向和組成部分。而文章提出的將水環(huán)境保護(hù)和管理利用相結(jié)合的觀點(diǎn),以及水環(huán)境資源的開發(fā)利用必須結(jié)合產(chǎn)業(yè)發(fā)展需求等觀點(diǎn),將對于吳江新城建設(shè)和老城改造都有較現(xiàn)實(shí)的指導(dǎo)和參考意義。
[Abstract]:Wu Jiang has an administrative area of about 1/4 waters, rich in water resources, water and local people's lives are closely related. The development of local society and economy depends on water, but in the process of developing economy and promoting urbanization, it also causes certain pollution and influence to water environment, and with the development of regional urbanization, People's quality of life is also constantly improving, the requirements for the environment are also becoming higher and higher. At present, people have begun to realize the importance of protecting the water environment resources, and started to carry out a series of measures, such as river course regulation, water environment regulation of East Taihu Lake, and so on, which to a certain extent have improved the water environment in the region. But how to manage after the renovation, form certain long-term mechanism, so that the effect of regulation can be maintained, how to effectively utilize the rich water environment resources in the area, The combination of urbanization construction and water environment management and utilization is still a problem that Wu Jiang needs to consider and solve urgently in the future. Timely consideration of the future development and utilization will not only affect the overall ecological environment of Wu Jiang in the future, but also the transformation and upgrading of the regional economy, the adjustment of the industrial structure, and the establishment of an eco-friendly society. Also will become the person and the environment harmonious development the important proposition. Water environmental resources, as a kind of resources, have great potential for development. This paper takes Wu Jiang as the research object for the first time, through the evaluation of the value of local water environment resources, analyzes several problems that affect the utilization of resources value. It provides reference for the development and construction of local water environment resources in the future. This paper points out the current situation of Wu Jiang's water environment resources and the problems existing in the management and utilization, and analyzes the deep reasons that affect the efficiency of water environment resources management and utilization of Wu Jiang. It also puts forward the ways for Wu Jiang to further standardize the management and improve the utilization efficiency of water environmental resources in the future, and puts forward different utilization modes for different forms of water environment resources. The paper points out that the utilization of water environmental resources must be targeted and gradual, and can not be accomplished overnight. On the basis of comparing and analyzing the utilization of water environment and resources in the surrounding areas, on the basis of analyzing several successful cases, Wu Jiang guides the concrete operation mode and method and direction of water environment resources management and utilization in the process of urban construction and social and economic development. In order to change the blind area of traditional utilization of water resources and promote the development of modern service industry, people can set up the concept of green ecology and circular development to make the development of the city move towards a healthy and sustainable development road. This article mainly through the literature research method, the qualitative analysis method, the demonstration research method and so on research method carries on the brief analysis to Wu Jiang water environment resources utilization, through the theory analysis and the normative analysis unifies, the concept analysis and the literature analysis unifies, The new water conservancy theory, social ecology, sustainable development and other related theories are synthetically applied to Wu Jiang's water environment and resource management and utilization. Ecological low carbon, sustainable development is the main direction of water environment resource management and utilization in the future. The future development of Wu Jiang's urbanization must combine the water environment protection with the development and utilization of water environment. The use of water environmental resources as an important direction and component of urban development in the future. The viewpoint of combining water environment protection with management and utilization, and the view that the development and utilization of water environment resources must be combined with the demand of industrial development are put forward in this paper. Will be for Wu Jiang new city construction and the old city transformation has the realistic guidance and the reference significance.
