基于ARCGIS的耕地后備資源宜耕性潛力分析

【摘要】:“十一五”規(guī)劃綱要求,截止到2010年年底,全國耕地面積不低于18億畝。2013年末,第二次全國土地調(diào)查數(shù)據(jù)顯示,我國耕地總面積已達13538.5萬hm2,比第一次全國土地調(diào)查數(shù)據(jù)多近1358.7萬hm2,但實際上,出現(xiàn)了“面積未增、數(shù)據(jù)增”的現(xiàn)象。2014年4月,國土資源部辦公廳頒布了《關(guān)于開展全國耕地后備資源調(diào)查評價工作的通知》,由此以全國第二次土地調(diào)查成果為基礎(chǔ)的耕地后備資源調(diào)查評價工作全面開展。此次調(diào)查,統(tǒng)計全國各類耕地后備資源數(shù)量和分布等基本情況,運用最新匯總的評價數(shù)據(jù),建立耕地后備資源調(diào)查評價數(shù)據(jù)庫,結(jié)合社會、經(jīng)濟、環(huán)境影響,進行耕地后備資源適宜性評價,分析耕地后備資源在不同土地利用方式下,開發(fā)利用的可行性及時序性。然而,就此現(xiàn)實與政策大前提,我國對于耕地后備資源評價體系和方法還沒有統(tǒng)一標(biāo)準(zhǔn)。隨著高新技術(shù)與研究理論和經(jīng)驗不斷豐富,要求應(yīng)根據(jù)耕地后備資源的特點,從利用高新技術(shù);創(chuàng)新理論支撐;改進評價體系;研究計算模型等方面進一步豐富耕地后備資源研究。本文的撰述,恰逢全國范圍開展耕地后備資源調(diào)查工作契機。從對耕地后備資源評價工作的背景、國內(nèi)外研究現(xiàn)狀入手;明確研究目的意義;界定相關(guān)概念;以內(nèi)蒙古自治區(qū)通遼市開魯縣為案例研究區(qū)進行調(diào)查;以對耕地后備資源宜耕潛力選取的各個指標(biāo)分析為基礎(chǔ),建立耕地后備資源宜耕性潛力評價的指標(biāo)體系;以ARCGIS的空間疊加與成圖等功能為工具,運用潛力等級測算的定量方法為研究該縣耕地后備資源宜耕性的潛力等級和類型,并進一步分析不同的潛力等級在空間布局的特征。最終,根據(jù)宜耕性潛力等級和結(jié)構(gòu)布局,對該縣耕地后備資源開發(fā)提出合理性建議。本文的理論意義在于研究體系的論述,可以豐富耕地后備資源開發(fā)利用在具體方法、研究思路、選擇指標(biāo)等方面的理論研究;實踐意義在于針對開魯縣的研究成果,對研究區(qū)耕地后備資源具有較強的適用性與指導(dǎo)性,為開魯縣耕地后備資源開發(fā)利用提供了參考建議。
[Abstract]:According to the "Eleventh Five-Year Plan", by the end of 2010, the area of cultivated land in the whole country will not be less than 1.8 billion mu. The data of the second national land survey show that The total area of cultivated land in China has reached 135.385 million hm2, nearly 13.587 million hm2, more than the first national land survey data, but in fact, the phenomenon of "no increase in area, increase in data" appears. The General Office of the Ministry of Land and Resources has promulgated the notice on carrying out the investigation and evaluation of the national cultivated land reserve resources, which is based on the results of the second national land survey. In this survey, the basic situation of the number and distribution of all kinds of arable land reserve resources is counted and the database of investigation and evaluation of arable land reserve resources is established using the latest aggregate evaluation data, which combines social, economic, and environmental impacts. The suitability evaluation of cultivated land reserve resources was carried out, and the feasibility and timing of cultivated land reserve resources development and utilization under different land use modes were analyzed. However, there is no unified standard for the evaluation system and methods of cultivated land reserve resources in China. With the rich theory and experience of high-tech and research, it is necessary to improve the evaluation system according to the characteristics of cultivated land reserve resources from the use of high and new technology, innovation theory support, improvement of evaluation system. The study of cultivated land reserve resources is further enriched in the research of calculation model and so on. The compilation of this article coincides with the opportunity to carry out the investigation of cultivated land reserve resources nationwide. From the background of the evaluation of cultivated land reserve resources, domestic and foreign research status quo; clear research purpose significance; define the relevant concepts; take Kailu County, Tongliao City, Inner Mongolia Autonomous region as a case study area; Based on the analysis of the indexes of selecting suitable tillage potential of cultivated land reserve resources, the evaluation index system of arable land reserve resources suitable tillage potential is established, and the functions of spatial superposition and mapping of ARCGIS are used as tools. The quantitative method of potential grade calculation is used to study the potential grade and type of arable land reserve resources in this county, and to analyze the characteristics of different potential grades in spatial distribution. Finally, according to the potential grade and structure layout of arable land, reasonable suggestions are put forward for the development of cultivated land reserve resources in this county. The theoretical significance of this paper lies in the discussion of the research system, which can enrich the theoretical research on the development and utilization of cultivated land reserve resources in terms of specific methods, research ideas, selection of indicators, etc. The practical significance lies in the research results of Kailu County. It has strong applicability and guidance to cultivated land reserve resources in the study area, and provides reference suggestions for the development and utilization of cultivated land reserve resources in Kailu County.
