淠河經(jīng)濟(jì)帶發(fā)展規(guī)劃對(duì)壽縣土地資源可持續(xù)利用影響研究

【摘要】：土地是人類賴以生存的物質(zhì)基礎(chǔ),而土地的利用又和人類發(fā)展問(wèn)題的關(guān)系密切。對(duì)于壽縣這樣一個(gè)土地面積廣的農(nóng)業(yè)大縣來(lái)說(shuō),土地的合理利用對(duì)壽縣的發(fā)展起著重要作用,而在壽縣社會(huì)及經(jīng)濟(jì)發(fā)展過(guò)程中土地利用問(wèn)題逐漸顯現(xiàn),人口的增加及城鎮(zhèn)化的推進(jìn)帶動(dòng)著土地需求量的增加,農(nóng)用地非農(nóng)化情況日趨嚴(yán)重,耕地后備資源不足,建設(shè)用地逐漸增加,經(jīng)濟(jì)發(fā)展與耕地保護(hù)之間矛盾日益突出。那么,在土地面積有限的制約下,提高土地的利用率、協(xié)調(diào)土地經(jīng)濟(jì)效益和生態(tài)效益、走可持續(xù)發(fā)展道路,才能促進(jìn)土地資源更好利用。本文主要研究淠河經(jīng)濟(jì)帶發(fā)展規(guī)劃的實(shí)施,對(duì)壽縣土地資源可持續(xù)利用可能產(chǎn)生的影響,壽縣的傳統(tǒng)土地利用方式已經(jīng)不能滿足新時(shí)期的發(fā)展需要,土地的利用過(guò)程中出現(xiàn)諸多問(wèn)題,文章對(duì)這些問(wèn)題進(jìn)行探究,尋求解決問(wèn)題的方法,分析規(guī)劃實(shí)施后對(duì)淠河區(qū)域內(nèi)的土地利用產(chǎn)生的影響,規(guī)劃后的積極影響對(duì)整個(gè)壽縣土地利用的借鑒作用,對(duì)比分析規(guī)劃后區(qū)域內(nèi)與區(qū)域外土地利用的特點(diǎn),探討壽縣土地利用的合理方式及不合理利用的原因,為壽縣以后的土地可持續(xù)利用提供借鑒經(jīng)驗(yàn),也為其他縣域土地利用提供一條思路。在對(duì)壽縣進(jìn)行實(shí)地調(diào)查后,得到壽縣土地利用現(xiàn)狀數(shù)據(jù),通過(guò)對(duì)壽縣過(guò)去土地資源利用資料的調(diào)查、數(shù)據(jù)的定量分析及文獻(xiàn)的閱讀等方法研究,分析顯示壽縣的土地利用分為三大類型:農(nóng)用地、建設(shè)用地和其他用地,其中農(nóng)用地占總面積的79.65%,而農(nóng)業(yè)用地中耕地占主要部分,占農(nóng)用地總面積的83.78%,建設(shè)用地和其他用地所占比例為20.35%。對(duì)影響壽縣土地利用的因素進(jìn)行分析,主要影響因素有經(jīng)濟(jì)發(fā)展特點(diǎn)、農(nóng)業(yè)人力結(jié)構(gòu)、種植業(yè)結(jié)構(gòu)等因素共同作用。壽縣土地利用問(wèn)題主要是供求矛盾日益突出、土地利用粗放效益低、農(nóng)業(yè)結(jié)構(gòu)不合理、保護(hù)措施不到位,并對(duì)問(wèn)題出現(xiàn)的原因進(jìn)行明確分析。通過(guò)熵值法對(duì)整個(gè)壽縣區(qū)域的土地可持續(xù)利用程度進(jìn)行分析,分析結(jié)果顯示其土地可持續(xù)利用程度為0.79,處于基本可持續(xù)階段,而經(jīng)濟(jì)帶規(guī)劃后淠河經(jīng)濟(jì)帶區(qū)域內(nèi)四個(gè)鄉(xiāng)鎮(zhèn)的土地可持續(xù)利用率提高,上升了0.08個(gè)點(diǎn),進(jìn)入到可持續(xù)利用階段。由此可見(jiàn),淠河經(jīng)濟(jì)帶發(fā)展規(guī)劃帶對(duì)壽縣土地的利用有著積極影響。其優(yōu)勢(shì)主要有突出產(chǎn)業(yè)新調(diào)整、促進(jìn)安全生產(chǎn)、改善生態(tài)環(huán)境、開辟發(fā)展新道路,提出淠河經(jīng)濟(jì)發(fā)展規(guī)劃帶對(duì)壽縣土地資源的影響主要有促進(jìn)壽縣土地資源的高效利用及可持續(xù)利用,為壽縣土地利用出現(xiàn)的問(wèn)題提供解決思路,本文對(duì)壽縣土地利用出現(xiàn)的問(wèn)題的突出建議:(1)控制人口外流;(2)資源的統(tǒng)一規(guī)劃利用;(3)開發(fā)與保護(hù)并進(jìn);(4)延伸農(nóng)產(chǎn)品產(chǎn)業(yè)鏈。
[Abstract]:Land is the material basis on which human beings depend for survival, and the use of land is closely related to human development. For a large agricultural county such as Shouxian, the rational use of land plays an important role in the development of Shouxian, but in the process of social and economic development of Shouxian, the problem of land use gradually appears. With the increase of population and the promotion of urbanization, the demand for land is increasing, the situation of non-agricultural land is becoming more and more serious, the reserve resources of cultivated land are insufficient, the land for construction is increasing gradually, and the contradiction between economic development and cultivated land protection is becoming more and more prominent. Therefore, under the restriction of limited land area, only by improving the utilization rate of land, coordinating the economic and ecological benefits of land and taking the road of sustainable development, can we promote the better utilization of land resources. This paper mainly studies the implementation of the development plan of Pi River economic belt, which may have an impact on the sustainable utilization of land resources in Shouxian. The traditional land use mode of Shouxian can no longer meet the needs of the development in the new period. There are many problems in the process of land use. This paper probes into these problems, looks for ways to solve the problems, and analyzes the impact of the implementation of the planning on the land use in the Pi River region. The positive effects of the planning on the land use of Shou County are used for reference. The characteristics of land use in and out of the area after the planning are compared and analyzed, and the rational ways of land use and the reasons for the unreasonable use are discussed. It provides reference experience for sustainable land use in Shou County, and also provides a train of thought for land use in other counties. After the field investigation of Shou County, the present situation data of land use in Shouxian County are obtained. Through the investigation of the past land resource utilization data in Shouxian County, the quantitative analysis of the data and the reading of the literature are studied. The analysis shows that the land use in Shouxian is divided into three types: agricultural land, construction land and other land, among which agricultural land accounts for 79.65 percent of the total area, while agricultural land accounts for the main part. It accounts for 83.78% of the total agricultural land, and 20.35% for construction land and other land. The factors affecting the land use in Shouxian County were analyzed. The main influencing factors were the characteristics of economic development, the agricultural manpower structure, the structure of planting industry and so on. The main problems of land use in Shouxian are that the contradiction between supply and demand is becoming more and more prominent, the efficiency of extensive land use is low, the agricultural structure is unreasonable, the protection measures are not in place, and the causes of the problems are analyzed clearly. The degree of sustainable land use in Shouxian area is analyzed by entropy method. The results show that the degree of sustainable land use is 0.79, which is in the basic sustainable stage. However, the sustainable utilization ratio of the four villages and towns in Pi River economic belt has been increased by 0.08 points after the planning of the economic belt, and it has entered the stage of sustainable utilization. Thus, the Pi River economic belt development planning belt has a positive impact on the use of land in Shou County. Its main advantages are to highlight the new adjustment of industries, to promote production safety, to improve the ecological environment, and to open up new roads for development. It is pointed out that the influence of Pi River economic development planning zone on the land resources of Shouxian County is mainly to promote the efficient and sustainable utilization of land resources in Shou County, and to provide solutions for the problems in land use in Shou County. This paper puts forward some suggestions on the problems of land use in Shouxian: (1) controlling the outflow of population; (2) unifying the planning and utilization of resources; (3) developing and protecting at the same time; (4) extending the industrial chain of agricultural products.
