【摘要】：濕地資源除了為人類社會提供有形的物質產品,還可以通過一系列復雜的物理、化學作用產生一定的生態(tài)效益。濕地資源的外部性決定了濕地資源的保護離不開政府“看不見的手”。北京市政府近年來大力加強對濕地資源的保護,但是缺乏相應的評估和效果研究�；谶@個背景,本研究以多視角的文獻資料為基礎,對北京市濕地資源的類型及分布、濕地野生動植物資源、經營與管理部門、政策與法規(guī)文件、野外觀察及測度情況、濕地領域的國內外交流與合作等方面進行了歸納,總結了現階段濕地管理存在的問題。繼而在密云水庫、官廳水庫周邊7個村莊展開調研,基于120份農戶訪談與調查問卷的結果,對樣本農戶的家庭基本情況、耕地林地資源情況、家庭住宅情況、家庭資產情況、家庭生活質量、家庭收入與支出情況等進行了描述統計分析。在此基礎上,進行農戶對濕地資源保護與管理的認知程度和支持程度的研究,并構建Logit模型,定量分析影響農戶對濕地資源管理滿意度評價的主要因素。結果表明非農收入比例、受教育程度、收入變化趨勢與農戶對濕地資源管理的滿意度呈現顯著的正向作用,與濕地管理機構產生過沖突對濕地資源管理的滿意度呈現顯著的負向作用。接著,運用層次分析法,初步構建了北京市濕地資源管理效果的評價指標體系。采用德爾菲法確定指標權重。結果表明,日常管護,生物多樣性保護和可持續(xù)利用管理對濕地資源保護與管理的最終效果產生重要影響。最后,針對濕地資源管理狀況及效果研究中發(fā)現的問題,本文提出了完善管理協調機制、加強保護宣傳教育、加強社會公眾參與、建立濕地生態(tài)補償機制和完善濕地監(jiān)測體系的政策建議。
[Abstract]:Wetland resources not only provide tangible material products for human society, but also produce certain ecological benefits through a series of complex physical and chemical processes. The externality of wetland resources determines that the protection of wetland resources can not be separated from the invisible hand of the government. In recent years, the Beijing Municipal Government has strengthened the protection of wetland resources, but it lacks the corresponding evaluation and effect research. Based on this background, this study, based on the literature and materials from multiple perspectives, analyzes the types and distribution of wetland resources, wildlife resources, management and management departments, policy and regulatory documents, field observation and measurement of wetland resources in Beijing. The domestic and international exchanges and cooperation in wetland field are summarized, and the existing problems in wetland management are summarized. Then in Miyun Reservoir, Guanting Reservoir around 7 villages, based on the results of 120 peasant household interviews and questionnaires, the sample farmers' basic situation of the family, arable land resources, family housing, household assets, The quality of family life, household income and expenditure were analyzed. On this basis, the cognitive degree and support degree of farmers to wetland resource protection and management were studied, and Logit model was constructed to quantitatively analyze the main factors influencing farmers' satisfaction evaluation of wetland resource management. The results showed that non-agricultural income ratio, education level, income change trend and farmers' satisfaction with wetland resource management had significant positive effects. The degree of satisfaction of the conflict with wetland management institutions on wetland resources management showed a significant negative effect. Then, the evaluation index system of wetland resources management effect in Beijing is constructed by AHP. Delphi method is used to determine the index weight. The results showed that daily conservation, biodiversity conservation and sustainable utilization management had an important impact on the ultimate effect of wetland resources conservation and management. Finally, in view of the problems found in the research on the status and effect of wetland resource management, this paper proposes to improve the management coordination mechanism, strengthen the protection, publicity and education, and strengthen public participation. Establish wetland ecological compensation mechanism and improve wetland monitoring system policy recommendations.
