隴川縣耕地資源安全評價研究

【摘要】:耕地資源是人類生存和發(fā)展的重要物質(zhì)基礎(chǔ),承擔(dān)著保障國家糧食安全和維護(hù)社會經(jīng)濟(jì)持續(xù)穩(wěn)定發(fā)展的重要任務(wù)。耕地資源安全問題已是資源與環(huán)境安全、社會經(jīng)濟(jì)可持續(xù)發(fā)展的重要課題。中國已采取了世界上最為嚴(yán)格的耕地保護(hù)政策,但隨著經(jīng)濟(jì)的發(fā)展和社會的進(jìn)步,耕地資源安全屢受威脅,使人口、糧食、能源、資源和環(huán)境之間的矛盾更加突出。因此,對糧食主產(chǎn)區(qū)的耕地資源安全狀況進(jìn)行評價顯得尤為重要。 本文首先對隴川縣耕地資源現(xiàn)狀進(jìn)行了分析,包括耕地資源數(shù)量變化及流向、人均耕地面積、耕地壓力指數(shù)和耕地人口承載力分析;然后從耕地資源安全的概念出發(fā),從耕地數(shù)量安全、質(zhì)量安全和生態(tài)安全角度分析耕地資源安全的影響因素,為耕地資源安全評價指標(biāo)的確定提供參考;通過指標(biāo)篩選確定出耕地資源安全評價的指標(biāo),并構(gòu)建了基于“數(shù)量-質(zhì)量-生態(tài)”的耕地資源安全評價指標(biāo)體系,運用熵值法確定指標(biāo)的權(quán)重;采用行業(yè)標(biāo)準(zhǔn)或區(qū)域背景為基準(zhǔn)確定指標(biāo)的安全閾值,運用綜合指數(shù)法計算出耕地資源的綜合安全得分并劃分安全程度的等級。本文對2012年隴川縣耕地資源安全綜合值進(jìn)行了評價,并分別對數(shù)量安全、質(zhì)量安全和生態(tài)安全進(jìn)行了分析,最后對維護(hù)區(qū)域耕地資源安全提出了建議。 研究表明,隴川縣9個鄉(xiāng)鎮(zhèn)中城子鎮(zhèn)和戶撒阿昌族鄉(xiāng)處于非常安全狀態(tài),護(hù)國鄉(xiāng)、清平鄉(xiāng)、章鳳鎮(zhèn)、隴把鎮(zhèn)和景罕鎮(zhèn)處于較安全狀態(tài),勐約鄉(xiāng)和王子樹鄉(xiāng)處于臨界安全狀態(tài)。從耕地資源數(shù)量安全來看,數(shù)量安全程度較高的是城子鎮(zhèn)、清平鄉(xiāng)和隴把鎮(zhèn),耕地數(shù)量安全程度最低的是章鳳鎮(zhèn);從耕地資源質(zhì)量安全來看,戶撒阿昌族鄉(xiāng)的耕地質(zhì)量安全程度最高,其次是城子鎮(zhèn)和章鳳鎮(zhèn),耕地質(zhì)量安全程度最低的是王子樹鄉(xiāng)。從耕地資源生態(tài)安全來看,隴川縣整體生態(tài)安全水平較低,最高值僅為0.1553,各鄉(xiāng)鎮(zhèn)耕地生態(tài)安全水平相差不大。護(hù)國鄉(xiāng)的耕地資源生態(tài)安全水平相對較高,最低的是章鳳鎮(zhèn)。
[Abstract]:The cultivated land resource is the important material foundation of human survival and development, and undertakes the important task of ensuring the national food security and maintaining the sustainable and stable development of social economy. The security of cultivated land resources is an important subject for the sustainable development of resources, environment and social economy. China has adopted the strictest policy of cultivated land protection in the world, but with the development of economy and society, the security of cultivated land resources is threatened frequently, which makes the contradiction between population, grain, energy, resources and environment more prominent. Therefore, it is very important to evaluate the security of cultivated land in the main grain producing areas. This paper first analyzes the present situation of cultivated land resources in Longchuan County, including the change and direction of cultivated land resources, the area of cultivated land per capita, the pressure index of cultivated land and the population carrying capacity of cultivated land, and then proceeds from the concept of cultivated land resource security. From the aspects of quantity safety, quality safety and ecological security of cultivated land, the paper analyzes the influencing factors of cultivated land resource security, and provides a reference for determining the evaluation index of cultivated land resource security. The evaluation index system of cultivated land resource security based on "quantity, quality and ecology" is constructed, the weight of the index is determined by entropy method, and the safety threshold of the index is determined by using industry standard or regional background as the benchmark. The comprehensive security score of cultivated land resources was calculated by the method of comprehensive index and the grade of safety degree was classified. This paper evaluates the comprehensive value of cultivated land resource security in Longchuan County in 2012, analyzes the quantity safety, quality safety and ecological security, and finally puts forward some suggestions for maintaining the regional cultivated land resource security. The study shows that Chengzi Town and Husa Achang Township in 9 townships of Longchuan County are in a very safe state, that of Guoguo Township, Qingping Township, Zhangfeng Town, Longyao Town and Jinghan Town is in a relatively safe state, and that Mengyao Township and Wang Zishu Township are in a critical safe state. From the point of view of the quantity security of cultivated land resources, the cities of Chengzi Town, Qingping Township and Longha Town are the ones with higher degree of quantitative security. The lowest degree of safety of cultivated land quantity is Zhangfeng Town; from the point of view of the quality and safety of cultivated land resources, The quality and safety degree of cultivated land in Husa Achang township was the highest, followed by Chengzi Town and Zhangfeng Town, and the lowest degree of cultivated land quality and safety was Wang Zishu Township. According to the ecological security of cultivated land resources, the overall ecological security level of Longchuan County is relatively low, the highest value is only 0.1553, and the level of ecological security of cultivated land in different villages and towns is not different. The ecological security level of cultivated land resources in Guanguo Township is relatively high, the lowest is Zhangfeng Town.
