【摘要】：城鎮(zhèn)是要素聚集的產(chǎn)物,小城鎮(zhèn)發(fā)展進(jìn)程中的城鎮(zhèn)規(guī)模擴(kuò)張以及土地聚集,帶來對(duì)農(nóng)村耕地的侵蝕以及土地稀缺資源的浪費(fèi)。具體表現(xiàn)在農(nóng)村人均耕地銳減、城鎮(zhèn)用地浪費(fèi)以及進(jìn)城農(nóng)民原有土地的撂荒。其原因在于GDP崇拜導(dǎo)致的發(fā)展觀偏離,以及土地產(chǎn)權(quán)不清和社會(huì)保障等相關(guān)制度不健全等問題。解決問題之策在于樹立可持續(xù)的城鎮(zhèn)發(fā)展觀,制定強(qiáng)有力的制度約束,以及政府管理部門的有效監(jiān)督。
[Abstract]:Town is the product of factor aggregation. The expansion of town scale and the accumulation of land in the development process of small towns bring about the erosion of rural arable land and the waste of land scarce resources. It is manifested in the sharp decrease of the per capita cultivated land in rural areas, the waste of urban land and the abandonment of the original land of the peasants in the city. The reason is the development concept caused by the GDP worship. The solution to the problem is to set up a sustainable concept of urban development, establish strong institutional constraints, and effective supervision of the government administration departments.
