【摘要】：以鄂爾多斯市為典型地區(qū),針對(duì)缺水地區(qū)水資源開發(fā)利用存在的問題,提出綜合調(diào)控的概念及調(diào)控策略。從產(chǎn)業(yè)、水源、用水、時(shí)空、管理5個(gè)方面建立水資源綜合調(diào)控的框架體系,通過綜合調(diào)控手段的實(shí)施,優(yōu)選與區(qū)域水資源承載力水平相適應(yīng)的經(jīng)濟(jì)規(guī)模和結(jié)構(gòu)。通過綜合調(diào)控,可提高水資源利用效率,提升區(qū)域供水能力和水平,改善生態(tài)環(huán)境,實(shí)現(xiàn)區(qū)域水資源可持續(xù)利用。
[Abstract]:Taking Ordos city as a typical area, the concept and strategy of comprehensive regulation and control are put forward in view of the problems existing in the development and utilization of water resources in water shortage areas. From five aspects of industry, water source, water use, space-time and management, the frame system of water resources integrated regulation and control is established. Through the implementation of comprehensive control means, the economic scale and structure suitable to the level of regional water resources carrying capacity are optimized and selected. Through comprehensive regulation and control, the utilization efficiency of water resources can be improved, the capacity and level of regional water supply can be improved, the ecological environment can be improved, and the sustainable utilization of regional water resources can be realized.
