【摘要】：為協(xié)調(diào)工業(yè)化、城鎮(zhèn)化、經(jīng)濟快速發(fā)展與生態(tài)保護(hù)之間的矛盾,需要在土地分類中加強對生態(tài)用地的考慮。本研究以西藏普蘭縣為例,基于土地利用多功能性和主體功能性理論,建立了包含生態(tài)用地、生態(tài)生產(chǎn)用地、生產(chǎn)生態(tài)用地和生活生產(chǎn)用地在內(nèi)的普蘭縣"三生用地"分類體系。為便于該體系的應(yīng)用,將"三生分類"體系與土地利用現(xiàn)狀分類進(jìn)行對接,形成了普蘭縣"三生分類"用地提取方法。得出規(guī)劃基期年普蘭縣生態(tài)用地、生態(tài)生產(chǎn)用地、生產(chǎn)生態(tài)用地和生活生產(chǎn)用地的面積分別為675 653.44、642 039.18、677.00和1 034.93 hm2,各占全縣土地面積的51.21%、48.66%、0.05%和0.08%。在分析普蘭縣"三生用地"現(xiàn)狀的基礎(chǔ)上,根據(jù)上位規(guī)劃、現(xiàn)狀經(jīng)濟發(fā)展和各用地部門的需求,對普蘭縣土地資源進(jìn)行了優(yōu)化配置,對于生態(tài)環(huán)境安全有較高價值的生態(tài)功能用地、河流與湖泊用地面積保持不變,牧草地、用材林地面積則都有增加,建設(shè)用地主要占用的是生態(tài)容納用地中的裸地和荒草地等,最大程度地對生態(tài)環(huán)境進(jìn)行了保護(hù),為生態(tài)文明建設(shè)和土地利用總體規(guī)劃提供指標(biāo)控制的科學(xué)依據(jù)。
[Abstract]:In order to coordinate the contradiction between industrialization, urbanization, rapid economic development and ecological protection, it is necessary to strengthen the consideration of ecological land in land classification. Taking Plan County in Tibet as an example, based on the theory of multifunction and subject function of land use, the author established ecological land and ecological production land. The classification system of "Sansheng Land" in Pu'an County, including production ecological land and living production land. In order to facilitate the application of the system, the "Sansheng classification" system was connected with the current land use classification, and the method of land extraction from the "Sansheng classification" in Pulan County was formed. The results show that the area of ecological land, ecological production land, production ecological land and living production land are 675 653.44642 039.18677.00 and 1 034.93 hm2, respectively, accounting for 51.21% and 0.08% of the county land area respectively. On the basis of analyzing the present situation of "Sansheng land use" in Pulan County, according to the upper planning, the current economic development and the demand of various land use departments, the paper optimizes the allocation of land resources in Pulan County. For the ecological function land with high value for ecological environment security, the area of river and lake land remains unchanged, the area of pasture land and timber forest land increases, and the construction land mainly occupies bare land and barren grassland in ecological accommodation land, etc. The ecological environment is protected to the greatest extent and the scientific basis of index control for the construction of ecological civilization and the overall planning of land use is provided.
