林場級森林資源價值評價方法研究

【摘要】:森林資源價值評價是森林資源價值核算中包含的一項重要內(nèi)容。本研究以內(nèi)蒙古自治區(qū)赤峰市旺業(yè)甸實驗林場為例,提出一種利用3S技術(shù)對森林資源價值進行評價的方法。利用GIS分析遙感影像并根據(jù)二類調(diào)查數(shù)據(jù)篩選出與林地質(zhì)量相關(guān)的因子,采用層次分析法選取對林地影響較大的因子,以專家評分為支撐,對研究區(qū)內(nèi)樣地的林地質(zhì)量劃定等級,建立因子評分標準表,得到不同類型林地指標得分,最后應用收益現(xiàn)值法對研究區(qū)內(nèi)森林資源經(jīng)營過程中所產(chǎn)生的期間費用、成本費用進行合理可靠的計量,實現(xiàn)對研究區(qū)內(nèi)林地價值評價;對林木資源價值評價采用多邊形樣地法與TM影像及ZY-3遙感影像相解譯相結(jié)合,計算得到研究區(qū)內(nèi)的森林蓄積量,采用現(xiàn)行市價法計算得出研究區(qū)的林木資產(chǎn)價值量;根據(jù)《中華人民共和國林業(yè)行業(yè)標準LY/T1721-2008森林生態(tài)系統(tǒng)服務功能評估規(guī)范》對研究區(qū)的生態(tài)服務價值進行評價。 依照上述方法計算得出內(nèi)蒙古自治區(qū)赤峰市旺業(yè)甸實驗林場當期的森林資源價值為: (1)林地資源價值為6229.5043萬元。 (2)林木資源價值為45367.88萬元。 (3)生態(tài)服務價值為:涵養(yǎng)水源價值:8114.98萬元;保育土壤價值:176205.8萬元;凈化環(huán)境的價值:1549.41萬元;固碳制氧產(chǎn)生的價值:4524.83萬元。 本研究通過對林區(qū)的實地調(diào)查,利用3S技術(shù)分析得到研究區(qū)森林蓄積量,對研究區(qū)林木資源價值存量可靠計量。對林地立地質(zhì)量根據(jù)林地特征選取與環(huán)境聯(lián)系較為緊密的因子進行分析評價,通過相應的評價分數(shù)對林地價值進行計算。此種林地質(zhì)量評價方法較其他方法效率更高,并可以充分反應研究區(qū)林地特征。
[Abstract]:The evaluation of forest resource value is an important part of forest resource value accounting. This study takes Wangyedian Experimental Forest Farm in Chifeng City, Inner Mongolia Autonomous region as an example. A method of evaluating forest resource value by using 3s technique was put forward. The factors related to forest land quality were screened by GIS and the factors related to forest land quality were screened according to the second kind of investigation data, and the factors which had a great influence on forest land were selected by AHP. Based on the expert score, the quality of forest land in the study area was classified, and the index score of different types of forest land was obtained by establishing the factor scoring standard table. At last, the method of present value of income is used to measure the period cost and cost of forest resources management in the study area, so as to realize the evaluation of forest land value in the study area. The value of forest resources was evaluated by means of polygonal plot method, TM image and ZY-3 remote sensing image. The forest volume in the study area was calculated, and the value of forest assets in the study area was calculated by using the current market value method. The value of forest ecosystem service in the study area was evaluated according to the Standard of Forestry Industry of the people's Republic of China (LY/T1721-2008). According to the above method, the forest resource value of Wangyiedian Experimental Forest Farm in Chifeng City, Inner Mongolia Autonomous region is calculated as follows:. The value of woodland resources is sixty-two million two hundred and ninety-five thousand and forty-three yuan. The value of forest resources is four hundred and fifty-three million six hundred and seventy-eight thousand and eight hundred yuan. The value of ecological service is: water conservation value: eighty-one million one hundred and forty-nine thousand and eight hundred yuan; soil conservation value: one billion seven hundred and sixty-two million fifty-eight thousand yuan; value of purifying environment: fifteen million four hundred and ninety-four thousand and one hundred yuan; value of oxygen production from carbon sequestration: forty-five million two hundred and forty-eight thousand and three hundred yuan. In this study, the forest volume in the study area was obtained by using the 3s technique through the field investigation of the forest area. The value of forest resources in the study area is measured reliably. The site quality of forest land is analyzed and evaluated according to the characteristics of forest land and the factors closely related to the environment. The evaluation method is more efficient than other methods and can fully reflect the characteristics of forestland in the study area.
