【摘要】：選取我國大陸30個省(市、自治區(qū))的2004—2014年間相關(guān)統(tǒng)計數(shù)據(jù),運用超效率DEA-Tobit兩階段模型對水資源效率進行評價,并對水資源效率的區(qū)域差異及其影響因素進行分析。水資源效率的區(qū)域差異分析結(jié)果表明:我國水資源效率相對較低,僅北京、天津、青海三省市的水資源效率高于1,其余大部分省市水資源效率處于0~0.2之間;同時,我國水資源效率還存在區(qū)域差異,東部地區(qū)高于中西部地區(qū),華北、西北地區(qū)相較于其他區(qū)域處于較高水平。水資源效率區(qū)域差異的影響因素分析結(jié)果發(fā)現(xiàn):水資源效率與治理廢水項目完成投資額和產(chǎn)業(yè)用水結(jié)構(gòu)呈負相關(guān)關(guān)系,與供水總量和科技水平呈正相關(guān)關(guān)系。因此,為了進一步提升水資源效率,必須在發(fā)展經(jīng)濟的同時,加大科技投入,提升科技水平,優(yōu)化產(chǎn)業(yè)用水結(jié)構(gòu)。
[Abstract]:Based on the statistical data of 30 provinces (municipalities and autonomous regions) in mainland China from 2004 to 2014, this paper evaluates the efficiency of water resources by using the super-efficiency DEA-Tobit two-stage model. The regional differences of water resources efficiency and its influencing factors are analyzed. The results show that water resources efficiency is relatively low in China, only in Beijing and Tianjin. The water resource efficiency of the three provinces and cities in Qinghai is higher than 1, while the water resources efficiency of most other provinces and cities is between 0 and 0.2. At the same time, there are regional differences in the efficiency of water resources in China. Compared with other regions, Northwest China is at a higher level. The results show that the water resources efficiency is negatively related to the investment of wastewater treatment projects and the structure of industrial water use. Therefore, in order to further improve the efficiency of water resources, we must increase the investment of science and technology, improve the level of science and technology, and optimize the structure of industrial water use while developing economy.
