【摘要】：建立公共資源出讓收益合理共享機(jī)制是全面深化改革的重要任務(wù)之一。文章首先界定了相關(guān)的基本概念,指出國(guó)家的政策著眼點(diǎn)是推動(dòng)國(guó)有自然資源出讓收益分配改革。在此基礎(chǔ)上,文章提出了衡量合理共享程度的理念模型,認(rèn)為構(gòu)建合理共享機(jī)制,需要充分借鑒國(guó)際經(jīng)驗(yàn),關(guān)鍵是綜合運(yùn)用多種手段進(jìn)行調(diào)節(jié),以有效促進(jìn)自然資源的可持續(xù)開發(fā)。就我國(guó)而言,這一機(jī)制在出讓收益分配和使用兩個(gè)環(huán)節(jié)都存在突出問(wèn)題,這些問(wèn)題背后的原因包括產(chǎn)權(quán)缺陷、市場(chǎng)化不足、政府調(diào)節(jié)不力和配套體制不完善等多個(gè)方面,迫切需要通過(guò)改革來(lái)加以矯正。
[Abstract]:It is important for Ren Wuzhi to establish a reasonable sharing mechanism for the transfer of public resources, which is an important part of the overall deepening of the reform. Firstly, the article defines the basic concepts concerned. It is pointed out that the focus of national policy is to promote the reform of the distribution of proceeds from the transfer of state-owned natural resources. On this basis, the paper puts forward a conceptual model to measure the degree of reasonable sharing, and holds that to build a reasonable sharing mechanism, it is necessary to draw full lessons from international experience. The key is to make comprehensive use of a variety of means to effectively promote the sustainable development of natural resources. As far as our country is concerned, this mechanism has outstanding problems in both the distribution and use of the proceeds of transfer. The reasons behind these problems include defects of property rights, insufficient marketization, weak government regulation and imperfect supporting system, etc., which urgently need to be corrected through reform.
