【摘要】：正問題的提出土地執(zhí)法工作通常涵蓋兩大塊:一塊是決策、執(zhí)行、監(jiān)督過程中執(zhí)行環(huán)節(jié)的執(zhí)法,也就是國土資源部門土地執(zhí)法監(jiān)察工作;另一塊是決策、執(zhí)行、監(jiān)督過程中監(jiān)督環(huán)節(jié)的執(zhí)法,是國家土地督察工作。土地管理工作籠統(tǒng)地說,包括土地利用和土地管理兩個方面;具體地說,包括土地的批、供、用、補(bǔ)、查、登、融等方面。對土地違法違規(guī)行為,長期以來,人們也習(xí)慣按照這兩個方面來分類。2014年,國家土地總督察辦公室印發(fā)了《土地督察發(fā)現(xiàn)問題分類指引(試行)》,其
