北極石油資源可持續(xù)開發(fā)研究

【摘要】:北極地區(qū)是以地球的北極點(diǎn)為中心的一片地區(qū),該地區(qū)包含北冰洋及其相關(guān)的島嶼、北美大陸北部和部分歐亞大陸北部的邊緣地帶。北極地區(qū)除了北冰洋公海以外,其他陸地、島嶼和水域的主權(quán)權(quán)利歸屬基本明確,分別屬于北冰洋沿岸或北極圈經(jīng)過(guò)其陸地領(lǐng)土的國(guó)家。北極地區(qū)石油資源較為豐富,但資源布局相對(duì)來(lái)說(shuō)較不均衡,集中分布在少數(shù)地區(qū)及含油氣沉積盆地中。北極地區(qū)是世界石油資源生產(chǎn)潛力最大的地區(qū)。全球約有四分之一待發(fā)現(xiàn)的石油和天然氣資源蘊(yùn)藏在北極地區(qū)的北冰洋洋深處。北極地區(qū)的生態(tài)系統(tǒng)的穩(wěn)定性較為脆弱,是地球上極為脆弱和最敏感的生態(tài)系統(tǒng)。因其特有的環(huán)境因素,北極生態(tài)系統(tǒng)非常容易受到人類活動(dòng)的干擾和破壞。 在北極地區(qū)石油開發(fā)過(guò)程中,要充分注意對(duì)生態(tài)環(huán)境的保護(hù)?沙掷m(xù)發(fā)展,是一種長(zhǎng)遠(yuǎn)的開發(fā)方式,是一種既滿足當(dāng)代人的需求,又不損害后代人滿足其需求的發(fā)展模式,符合科學(xué)發(fā)展觀的要求。合理開發(fā)北極石油資源,,需要結(jié)合北極地區(qū)的諸多因素,包括了氣候條件、生態(tài)環(huán)境、政治環(huán)境,還有北極地區(qū)的區(qū)域特征。 本文選取北極地區(qū)為主要研究對(duì)象,整體上介紹、分析北極地區(qū)石油開發(fā)過(guò)程中遇到的問(wèn)題,以及北極石油資源開發(fā)的歷史與現(xiàn)狀。在全球變暖的影響之下,北極海冰消融加速,北極航道即將開通等便利條件,對(duì)北極石油資源的可持續(xù)開發(fā)進(jìn)行分析。在自然地理?xiàng)l件下,結(jié)合北極地區(qū)石油開發(fā)的現(xiàn)狀,探討可持續(xù)發(fā)展模式下對(duì)北極的石油資源進(jìn)行開采與利用,即滿足了人類對(duì)石油資源的迫切需求,又不會(huì)對(duì)北極地區(qū)的生態(tài)環(huán)境和其他資源造成損害,把石油開發(fā)帶來(lái)的負(fù)面效應(yīng)控制在一定范圍內(nèi),把石油的開采與運(yùn)輸過(guò)程中可能對(duì)環(huán)境帶來(lái)的危害降到一個(gè)安全可控的范圍。由于北極自身的環(huán)境與氣候因素特點(diǎn)鮮明,環(huán)境承載力較低、生態(tài)系統(tǒng)較為脆弱,由于環(huán)北極國(guó)家都是發(fā)達(dá)國(guó)家,對(duì)生態(tài)環(huán)境的保護(hù)也是極為注重視。在這種大環(huán)境下,開發(fā)利用北極石油資源更要充分結(jié)合可持續(xù)發(fā)展的模式,實(shí)現(xiàn)資源開發(fā)與環(huán)境保護(hù)相結(jié)合。 石油資源是當(dāng)今世界的熱點(diǎn)問(wèn)題,石油資源的開發(fā)更是如此。北極地區(qū)的石油資源對(duì)世界的經(jīng)濟(jì)發(fā)展而言其重要性不言而喻。與此同時(shí),北極地區(qū)對(duì)世界環(huán)境和氣候調(diào)節(jié)做出的貢獻(xiàn)也是十分重要的。從長(zhǎng)遠(yuǎn)目光考慮,既要開發(fā)石油資源,又要環(huán)境生態(tài)不被破壞,石油資源的可持續(xù)開發(fā)也就成為了開發(fā)北極石油資源的一種切實(shí)的需求。通過(guò)可持續(xù)發(fā)展的理論要求,進(jìn)一步對(duì)石油資源的開發(fā)進(jìn)行規(guī)范與管理,達(dá)到資源與環(huán)境的優(yōu)化與協(xié)調(diào),實(shí)現(xiàn)人類發(fā)展進(jìn)步與自然環(huán)境生態(tài)的和諧。
[Abstract]:The Arctic region is a region centered around the Earth's arctic point. It includes the Arctic Ocean and its associated islands, the northern edge of the North American continent and part of the northern part of Eurasia. The Arctic region has land other than the high seas of the Arctic Ocean. The sovereignty over islands and waters is basically clear, belonging to countries that pass through their land territories, respectively, along the shores of the Arctic Ocean or the Arctic Circle. The Arctic region is rich in oil resources, but the distribution of resources is relatively uneven. The Arctic region is the world's most productive region for oil and gas resources. There are about 1/4 oil and gas resources to be discovered in the north ice of the Arctic region. Deep in the ocean. The stability of the Arctic ecosystem is fragile, Arctic ecosystem is the most vulnerable and sensitive ecosystem on the earth. Because of its unique environmental factors, the Arctic ecosystem is very vulnerable to the disturbance and destruction of human activities. In the process of petroleum development in the Arctic region, we should pay full attention to the protection of the ecological environment. Sustainable development is a long-term development mode that not only meets the needs of the present generation, but also does not damage the needs of future generations. In order to develop Arctic petroleum resources reasonably, it is necessary to combine many factors, including climatic conditions, ecological environment, political environment, and regional characteristics of Arctic region. In this paper, the Arctic region is selected as the main research object, the problems encountered in the petroleum development process in the Arctic region are introduced, and the history and present situation of the Arctic petroleum resources development are analyzed. Under the influence of global warming, The melting of Arctic sea ice is accelerating, the Arctic channel is about to be opened, and other convenient conditions, such as the analysis of the sustainable development of Arctic petroleum resources. Under the natural geographical conditions, combined with the current situation of petroleum development in the Arctic region, Exploring the exploitation and utilization of petroleum resources in the Arctic under the model of sustainable development, which meets the urgent needs of human beings for petroleum resources without causing damage to the ecological environment and other resources in the Arctic region, The negative effects of oil exploitation are controlled within a certain range, and the possible harm to the environment in the course of oil extraction and transportation is reduced to a safe and controllable range. Since the Arctic itself is characterized by its own environmental and climatic factors, The environmental carrying capacity is low and the ecosystem is relatively fragile. Because the circumpolar countries are all developed countries, they also pay great attention to the protection of the ecological environment. The exploitation and utilization of Arctic petroleum resources should combine the sustainable development model and realize the combination of resource development and environmental protection. Oil resources are a hot issue in the world today, especially the exploitation of petroleum resources. The importance of petroleum resources in the Arctic region is self-evident for the economic development of the world. At the same time, The Arctic region's contribution to the world's environment and climate regulation is also very important. In the long run, it is necessary to develop oil resources without damaging the environment. The sustainable development of petroleum resources has become a practical demand for the development of Arctic petroleum resources. Through the theoretical requirements of sustainable development, the development and management of petroleum resources are further regulated and managed. To achieve the optimization and coordination of resources and environment, to achieve the harmony between human development and natural environment.
