黃土丘陵溝壑脆弱生態(tài)區(qū)耕地資源價值動態(tài)變化研究——以上黃試區(qū)為例

【摘要】:深化對耕地資源價值的認(rèn)識,有助于實現(xiàn)耕地資源價值重建和耕地保護。本文以黃土丘陵溝壑區(qū)為研究對象,以寧夏回族自治區(qū)固原市原州區(qū)上黃試區(qū)為例,分析了耕地資源的價值體系,提出耕地資源經(jīng)濟產(chǎn)出價值、社會保障功能價值以及生態(tài)服務(wù)功能價值的估算方法,并對上黃試區(qū)1982年、2000年和2010年耕地資源價值進行了測算。結(jié)果表明:治理前(1982年),上黃試區(qū)耕地資源的價值較低,僅為4.37萬元·hm-2 ,治理期(1982—2000年)和退耕期間(2001—2010年),上黃試區(qū)耕地資源價值有較快增長,兩時期末的2000年和2010年分別達(dá)到24.13萬元·hm-2 和56.47萬元·hm-2 。其中耕地資源的經(jīng)濟產(chǎn)出價值增長最快,1982年僅為0.87萬元·hm-2 ,2000年和2010年分別達(dá)到10.96萬元·hm-2 和21.86萬元·hm-2 ,耕地資源經(jīng)濟產(chǎn)出價值占耕地資源價值比重也由1982年的19.91%提升到2000年和2010年的45.41%和38.71%;其次是耕地資源社會保障價值,1982年耕地資源社會保障價值為2.11萬元·hm-2 ,2000年和2010年分別達(dá)到8.37萬元·hm-2 和25.00萬元·hm-2 ;整個研究期間,耕地資源生態(tài)服務(wù)功能價值不斷提升,1982年為1.39萬元·hm-2 ,2000年和2010年分別達(dá)到4.81萬元·hm-2 和9.62萬元·hm-2 。不同時期耕地資源價值變化的影響因素不同,上黃試區(qū)綜合生態(tài)經(jīng)濟治理期間(1982 2000年),科技因素對耕地資源價值提升起主導(dǎo)作用;而退耕期間(2001 2010年),政策因素對耕地資源價值提升起主導(dǎo)作用。為促進上黃試區(qū)耕地資源價值進一步提升,需要進一步對現(xiàn)有部分坡耕地實施退耕,提高耕地質(zhì)量和集約化水平,實施農(nóng)業(yè)節(jié)水工程建設(shè)等措施,提高耕地資源化配置水平。
[Abstract]:Deepening the understanding of the value of cultivated land resources is helpful to realize the value reconstruction of cultivated land resources and the protection of cultivated land. This paper takes the loess hilly and gully region as the research object, and takes the Shanghuang test area of Yuanzhou District of Guyuan City, Ningxia Hui Autonomous region as an example. This paper analyzes the value system of cultivated land resources, and puts forward the methods of estimating the economic output value, social security function value and ecological service function value of cultivated land resources. On 1982, 2000 and 2010, the value of cultivated land resources was calculated. The results showed that the value of cultivated land resources in Shanghuang test area was only 43,700 yuan 路hm-2 before management (2010), and the value of cultivated land resources was only 43,700 yuan 路hm-2. The value of cultivated land resources in the Shanghuang trial area has increased rapidly during the period of 1982-2000) and the period of returning farmland from 2001 to 2010. By the end of 2:00, on 2000 and 2010, it reached 241,300 yuan 路hm-2 and 564,700 yuan 路hm-2 respectively. The economic output value of cultivated land resources increased the fastest, only 8,700 yuan 路hm-2 on 1982, 109,600 yuan 路hm-2 on 1982 and 218,600 yuan 路hm-2 on 1982, respectively. The economic output value of cultivated land resources increased from 19.91% in 1982 to 45.41% and 38.71 in 2000 and 2010, followed by the social security value of cultivated land resources, which was 21,100 yuan 路hm-2 in 2010, 45.41% and 38.71 in 2010, respectively. In 2010, it reached 83,700 yuan 路hm-2 and 250,000 yuan 路hm-2 respectively; During the whole study period, the value of ecological service function of cultivated land resources was continuously improved, which was 13,900 yuan 路hm-2 in 1982, 48,100 yuan 路hm-2 in 2000 and 96,200 yuan 路hm-2 in 2010. The influencing factors of the change of cultivated land resources value were different in different periods. During the period of comprehensive ecological economic management in Shanghuang test area, in 2000, scientific and technological factors played a leading role in promoting the value of cultivated land resources. In 2010, the policy factors played a leading role in promoting the value of cultivated land resources. In order to promote the further improvement of cultivated land resource value in Shanghuang trial area, it is necessary to further implement the conversion of existing sloping farmland. We should improve the quality and intensive level of cultivated land, implement the construction of agricultural water-saving projects, and raise the level of cultivated land resource allocation.
