【摘要】：水資源是關(guān)系國(guó)計(jì)民生的重要自然資源.隨著經(jīng)濟(jì)社會(huì)的不斷發(fā)展，水作為一種必不可少的資源，需求與日俱增。與此同時(shí)，在水資源的開發(fā)和利用過(guò)程中帶來(lái)了很多問(wèn)題。一方面由于水資源本身自然屬性，造成了上下游、左右岸等區(qū)域之間在水資源利用過(guò)程中的沖突。另一方面由于水資源的行政區(qū)域管理原則使得流域的完整性被打破。因此造成了區(qū)域水資源共享沖突。這種主體多元，情況復(fù)雜的沖突使得傳統(tǒng)的科層和市場(chǎng)治理模式陷入了困境。 政策網(wǎng)絡(luò)理論的產(chǎn)生和發(fā)展為區(qū)域水資源共享沖突治理提供了一種新的模式。本文基于政策網(wǎng)絡(luò)的理論視角對(duì)區(qū)域水資源共享沖突進(jìn)行探討，通過(guò)理清我國(guó)區(qū)域水資源共享沖突治理網(wǎng)絡(luò)主體，分析參與政策過(guò)程的政府間網(wǎng)絡(luò)以及議題網(wǎng)絡(luò)的在互動(dòng)中的關(guān)系和行為。把政策網(wǎng)絡(luò)理論運(yùn)用于區(qū)域水資源共享沖突治理過(guò)程。通過(guò)網(wǎng)絡(luò)分析探討網(wǎng)絡(luò)各主體如何在政策制定和執(zhí)行過(guò)程中發(fā)揮作用。論文第一章和第二章主要闡述和分析了政策網(wǎng)絡(luò)理論的基本內(nèi)容，并從治理角度對(duì)政策網(wǎng)絡(luò)進(jìn)行闡述，，從而構(gòu)建了區(qū)域水資源共享沖突治理的理論基礎(chǔ)。第三章主要是把政策網(wǎng)絡(luò)理論分析范式運(yùn)用于區(qū)域水資源共享沖突治理過(guò)程。并通過(guò)泛珠三角區(qū)域的治理實(shí)踐來(lái)進(jìn)一步說(shuō)明政策網(wǎng)絡(luò)理論在區(qū)域水資源共享沖突治理過(guò)程中的作用。第四章和第五章主要是分析了政策網(wǎng)絡(luò)理論的實(shí)踐效果和在實(shí)際運(yùn)行中存在的問(wèn)題。并以此為基準(zhǔn)提出了建議。
[Abstract]:Water resource is an important natural resource related to the national economy and people's livelihood. With the development of economy and society, the demand for water as an indispensable resource is increasing day by day. In the process of development and utilization of water resources, there are many problems. On the one hand, due to the natural nature of water resources, it has resulted in upstream and downstream. The conflict between left and right bank and other regions in the process of water resources utilization. On the other hand, the integrity of river basin is broken because of the principle of water resources administrative region management. Therefore, the conflict of regional water resources sharing is caused. Multiple. The complex conflict makes the traditional management model of branch and market fall into a dilemma. The emergence and development of the policy network theory provides a new model for the conflict management of regional water resources sharing. This paper discusses the conflict of regional water resources sharing based on the theory of policy network. Through clearing up the main body of conflict management network of regional water resources sharing in our country. This paper analyzes the relationship and behavior of the intergovernmental network involved in the policy process and the interaction of the issue network. The theory of the policy network is applied to the conflict management process of regional water resources sharing. The network analysis is used to discuss the main bodies of the network such as. The first and second chapters mainly explain and analyze the basic content of the policy network theory. And from the perspective of governance policy network is elaborated. The third chapter mainly applies the policy network theory analysis paradigm to the regional water resources sharing conflict governance process, and through the Pan-Pearl River Delta region governance practice. Chapter 4th and chapter 5th mainly analyze the practical effect of the policy network theory and the problems existing in the actual operation. Suggestions are made for the benchmark.
