【摘要】：森林資源作為一項(xiàng)重要而特殊的自然資源，受到國(guó)家和社會(huì)各界的重點(diǎn)關(guān)注，加強(qiáng)森林資源的價(jià)值研究成為林業(yè)經(jīng)濟(jì)管理學(xué)科研究的熱點(diǎn)之一，也是保障森林資源資產(chǎn)保值增值的基礎(chǔ)環(huán)節(jié)，具有重要的理論和實(shí)踐意義。本論文以紫金山林場(chǎng)森林資源為對(duì)象，在分析林場(chǎng)現(xiàn)有經(jīng)營(yíng)狀況的基礎(chǔ)上，采用森林資源資產(chǎn)評(píng)估成熟的理論和計(jì)算方法對(duì)林場(chǎng)存量資產(chǎn)、經(jīng)濟(jì)服務(wù)、生態(tài)服務(wù)及社會(huì)服務(wù)進(jìn)行了價(jià)值評(píng)估研究。其目的是為構(gòu)建適合地方特色的森林資源價(jià)值評(píng)估體系提供參考意見(jiàn)；為林場(chǎng)融資、入股及出讓提供理論依據(jù)；為周邊林場(chǎng)資產(chǎn)評(píng)估提供實(shí)踐指導(dǎo)；為提高評(píng)估工作質(zhì)量，加強(qiáng)森林資源價(jià)值評(píng)估管理，保護(hù)森林資源資產(chǎn)所有者、經(jīng)營(yíng)者和使用者的合法權(quán)益提供參考依據(jù)。研究結(jié)果表明：（1）依據(jù)論文建立的森林資源價(jià)值體系，計(jì)算得到紫金山林場(chǎng)森林資源各類(lèi)價(jià)值為：林地資產(chǎn)價(jià)值為88.15萬(wàn)元，林木資產(chǎn)價(jià)值為3746.31萬(wàn)元，經(jīng)濟(jì)服務(wù)價(jià)值為125萬(wàn)元，生態(tài)服務(wù)價(jià)值為5094.34萬(wàn)元，社會(huì)服務(wù)價(jià)值為891.62萬(wàn)元。（2）將經(jīng)濟(jì)服務(wù)價(jià)值、生態(tài)服務(wù)價(jià)值和社會(huì)社會(huì)服務(wù)價(jià)值納入日常核算，才能真正體現(xiàn)森林資源資產(chǎn)的價(jià)值。（3）紫金山林場(chǎng)的森林資源有巨大的投資價(jià)值，需加大各級(jí)財(cái)政投入。森林投資是長(zhǎng)遠(yuǎn)大計(jì)，政策性扶持是主要資金來(lái)源，國(guó)家需加大財(cái)政投入。另外紫金山林場(chǎng)靠近南岳，交通方便地理位置優(yōu)越，森林資源豐富，有巨大的投資價(jià)值。除國(guó)家投入外也歡迎外商和社會(huì)各界為林場(chǎng)建設(shè)添磚加瓦。通過(guò)研究對(duì)林場(chǎng)的經(jīng)營(yíng)發(fā)展提出了三點(diǎn)討論意見(jiàn)：（1）完善森林資源信息管理制度，科學(xué)建檔，定期不斷更新。（2）森林資源的保護(hù)是林場(chǎng)的重點(diǎn)。盡量以生態(tài)效益為主，不能追求短期利益，只有將森林資源保護(hù)好了，才能將依附在森林資源上的生態(tài)功能、社會(huì)效益和景觀資產(chǎn)的功能發(fā)揮好。（3）加強(qiáng)全民森林保護(hù)意識(shí)，，防止亂砍亂伐，亂葬亂挖。
[Abstract]:As an important and special natural resource, forest resources have been paid more and more attention by the country and all walks of life. Strengthening the value study of forest resources has become one of the hotspots in the field of forestry economic management. It is also the basic link to protect and increase the value of forest resource assets, which has important theoretical and practical significance. This paper takes the forest resources of Zijinshan forest farm as the object, and analyzes the existing management situation of forest farm. The mature theory and calculation method of forest resource assets evaluation are used to provide economic services to stock assets of forest farms. The purpose of this study is to provide reference for the construction of forest resource valuation system suitable for local characteristics. To provide theoretical basis for forest farm financing, equity acquisition and transfer; To provide practical guidance for asset evaluation of surrounding forest farms; In order to improve the quality of evaluation, strengthen the management of forest resource value assessment, and protect the owners of forest resources assets. The legal rights and interests of operators and users provide reference basis. The research results show that the value system of forest resources established by the paper. The value of forest resources in Zijinshan forest farm is 881,500 yuan for forest land, thirty-seven million four hundred and sixty-three thousand and one hundred yuan for forest assets and 1.25 million yuan for economic services. Ecological service value is fifty million nine hundred and forty-three thousand and four hundred yuan, social service value is eight million nine hundred and sixteen thousand and two hundred yuan.) Economic service value, ecological service value and social social service value are included in daily accounting. In order to truly reflect the value of forest resources assets. 3) the forest resources of Zijinshan forest farm have huge investment value, need to increase financial investment at all levels. Forest investment is a long-term plan. Policy support is the main source of funds, the state needs to increase financial input. In addition, Zijinshan forest farm near the Nanyue, convenient transportation and geographical location, rich forest resources. It has great investment value. Besides the national investment, it also welcomes foreign investors and all sectors of society to contribute to the forest farm construction. Through the research on the management and development of the forest farm, this paper puts forward three points of discussion: 1). Improve the information management system of forest resources. The protection of forest resources is the focus of forest farm. Only the ecological function attached to forest resources, social benefits and landscape assets can be played well) to strengthen the whole people's consciousness of forest protection, to prevent felling and burying and digging in disorder.
