【摘要】:阜康市地勢(shì)南高北低,由北向南依次為北部沙漠、中部平原、南部山區(qū),且水資源缺乏,生態(tài)環(huán)境較脆弱。隨著經(jīng)濟(jì)的發(fā)展,阜康市城市用地面積需求有所增加,2010—2014年城市用地面積增加278.2公頃,年均增加55.64公頃。隨著2005年新疆阜康重化工業(yè)園區(qū)開始籌建至今,工礦用地從6400公頃擴(kuò)大到9543.1公頃,年均增長(zhǎng)面積314.31公頃。阜康市現(xiàn)實(shí)的地理位置與條件決定了土地供給不可能擴(kuò)張到山區(qū)與盆地沙漠中,如何結(jié)合目前阜康市的地理位置與土地利用的特點(diǎn),在有限的土地上產(chǎn)生更大效益的同時(shí)保護(hù)生態(tài)環(huán)境,使土地資源達(dá)到可持續(xù)利用、土地利用效率能達(dá)到最大化,是值得探討與解決的問題。本文選擇阜康市為研究區(qū)域,首先對(duì)國(guó)內(nèi)外關(guān)于土地資源優(yōu)化配置的研究進(jìn)展、資源配置模式、研究方法等方面進(jìn)行系統(tǒng)總結(jié),依據(jù)相關(guān)的概念與理論為支撐,采用阜康市1996—2014年的土地利用數(shù)據(jù)與國(guó)民經(jīng)濟(jì)發(fā)展數(shù)據(jù),主要從數(shù)量和效益方面對(duì)土地利用現(xiàn)狀進(jìn)行分析,從土地利用的數(shù)量變化幅度、變化速度、利用程度變化等多個(gè)角度對(duì)阜康市土地利用變化情況進(jìn)行分析,在此基礎(chǔ)上找出阜康市土地利用的特點(diǎn)與存在的問題。運(yùn)用線性規(guī)劃模型設(shè)置模型變量,建立約束條件,確定目標(biāo)函數(shù),通過求解得到2020年土地利用結(jié)構(gòu)優(yōu)化結(jié)果,并對(duì)結(jié)果進(jìn)行分析。最后為促進(jìn)阜康市土地結(jié)構(gòu)優(yōu)化,提出相關(guān)對(duì)策建議。
[Abstract]:Fukang is high in the south and low in the north. From north to south, the desert in the north, the plain in the middle and the mountainous area in the south are in turn. The water resources are scarce and the ecological environment is fragile. With the development of economy. The demand for urban land area increased in Fukang City from 2010 to 2014. The urban land area increased by 278.2 hectares in 2010-2014. With the construction of Fukang heavy Chemical Industrial Park in 2005, the industrial and mining land has been expanded from 6,400 hectares to 9,543.1 hectares. The average annual growth area is 314.31 hectares. The actual geographical location and conditions of Fukang City make it impossible for land supply to expand into mountain and basin desert. How to combine the geographical location and the characteristics of land use in Fukang City at present, produce more benefit on the limited land and protect the ecological environment at the same time, so that the land resources can be used sustainably. Land use efficiency can be maximized, which is worth discussing and solving. This paper selects Fukang City as the research area, first of all, on the domestic and foreign research progress on the optimal allocation of land resources, resource allocation model. Research methods and other aspects of a systematic summary, according to the relevant concepts and theories for the support of the use of land use data from 1996 to 2014 in Fukang City and national economic development data. Mainly from the aspects of quantity and benefit to analyze the current situation of land use, from the number of changes in the extent of land use, change speed, change in the degree of use and other aspects of the analysis of land use changes in Fukang City. On this basis to find out the characteristics and problems of land use in Fukang City, using linear programming model to set up model variables, establish constraints, determine the objective function. The results of land use structure optimization in 2020 were obtained by solving the results, and the results were analyzed. Finally, in order to promote the optimization of land structure in Fukang City, the relevant countermeasures and suggestions were put forward.
