【摘要】：現(xiàn)行水資源管理法律規(guī)范中雖然存在用途管制的相關(guān)內(nèi)容,但可操作性較弱,尤其是無法應(yīng)對新形勢下水資源用途管制制度發(fā)展的需要。圍繞最嚴格水資源管理制度的建設(shè),首先應(yīng)明確我國水資源用途管制的發(fā)展路徑。在此基礎(chǔ)上,逐步建立起以規(guī)劃為核心的水資源用途確認機制、水資源分類用途管制機制、水資源用途變更監(jiān)管機制、河湖水域及岸線的空間保護機制、水資源用途監(jiān)測與監(jiān)督機制等制度體系,實現(xiàn)水資源的高效、可持續(xù)利用。
[Abstract]:The related content of current water resources management law although there are control purposes, but operability is weak, especially to deal with the new situation requires the development of water resources use control system. Construction of the most stringent water management system, should first clear development path control of water resources use in our country. On this basis, gradually establish water resources use planning as the core of the confirmation mechanism, classification of water resources use control mechanism, the change of water use regulation mechanism, space protection mechanism of rivers and lakes and shoreline, system of water resources use monitoring and supervision mechanism system, realize the sustainable utilization of water resources efficiently.
