【摘要】：水是人類及一切生物在生存中必不可少的重要物質(zhì),是工農(nóng)業(yè)生產(chǎn)、經(jīng)濟(jì)發(fā)展和環(huán)境改善過程中不可替代的極其寶貴的自然資源和戰(zhàn)略資源。銅陵市緊鄰長江,過境水資源量十分豐沛,但在發(fā)展過程中,與國內(nèi)許多城市和地區(qū)一樣,特別是在銅陵市工業(yè)化快速發(fā)展進(jìn)程中,出現(xiàn)了水環(huán)境治理滯后于工礦和城市擴(kuò)張,小型河流污染近年呈上升趨勢,水環(huán)境壓力日趨增大等一系列水資源問題,這些問題將逐漸成為制約銅陵市社會經(jīng)濟(jì)發(fā)展的瓶頸。本文以水資源管理理論研究為指導(dǎo),運用案例分析法對美國、日本、澳大利亞等國家和國內(nèi)北京、上海、合肥等省市的水資源管理模式進(jìn)行了綜合論述,對國內(nèi)外研究水資源管理建設(shè)的先進(jìn)經(jīng)驗進(jìn)行總結(jié),最后在對銅陵市水資源的現(xiàn)狀進(jìn)行分析,以及實行最嚴(yán)格的水資源管理的做法、取得的成效和存在的主要問題的基礎(chǔ)上,綜合提出銅陵市進(jìn)一步落實最嚴(yán)格的水資源管理的對策和建議。
[Abstract]:Water is an essential material in the survival of human beings and all living things. It is an irreplaceable and valuable natural resource and strategic resource in the process of industrial and agricultural production, economic development and environmental improvement. Tongling City is close to the Yangtze River. Transit water resources are very abundant, but in the process of development, like many cities and regions in China, especially in the rapid development process of Tongling city industrialization, water environment management lags behind the industrial and mining industry and urban expansion. In recent years, the pollution of small rivers is on the rise, the pressure of water environment is increasing day by day, and a series of water resources problems. These problems will gradually become the bottleneck restricting the social and economic development of Tongling City. This paper, guided by the theory of water resources management, applies the case analysis method to the United States, Japan, Australia and other countries and domestic Beijing, Shanghai. The management mode of water resources in Hefei and other provinces and cities is discussed synthetically, and the advanced experience of water resources management construction at home and abroad is summarized. Finally, the present situation of water resources in Tongling city is analyzed. On the basis of the practice of the strictest water resources management, the achievements and the main problems, the countermeasures and suggestions for the implementation of the strictest water resources management in Tongling City are put forward.
