【摘要】:隨著我國政府向服務(wù)型和效率型政府等的轉(zhuǎn)型,公共行政部門績效評估作為一項有效的管理工具,顯得越發(fā)重要。遂寧市國土資源局作為典型的公共行政部門,其績效考核具有代表性。本文通過對遂寧市國土資源局績效考核改革案例進(jìn)行研究,總結(jié)經(jīng)驗和方法,為公共行政部門績效考核改革提出指導(dǎo)。論文采用定量和定性相結(jié)合的方式開展了研究。主要研究內(nèi)容包括:從改革前的現(xiàn)狀、內(nèi)外動因、目標(biāo)、模式四個方面介紹了遂寧市國土資源局績效考核改革的背景;從改革的方法、執(zhí)行以及結(jié)果介紹了改革案例過程;對案例進(jìn)行了典型性分析;從環(huán)境、指標(biāo)和評估機制三個方面對遂寧市國土資源局績效考核改革中的關(guān)鍵因素進(jìn)行了分析,其中在環(huán)境方面,通過內(nèi)部環(huán)境分析和基于PEST方法的外部環(huán)境分析,發(fā)現(xiàn)外部環(huán)境促使和要求遂寧市國土資源局進(jìn)行績效考核改革,內(nèi)部環(huán)境有利于改革的開展;在指標(biāo)方面,通過對指標(biāo)的內(nèi)容設(shè)計、標(biāo)準(zhǔn)確定和權(quán)重確定等的分析,得出遂寧市國土資源局績效考核指標(biāo)和標(biāo)準(zhǔn)在合理性等方面均達(dá)到要求。在評估機制方面,建立了基于DEA方法的績效考核效果評估體系,應(yīng)用DEA方法對遂寧市國土資源局績效考核有效性進(jìn)行評估。通過分析,論文給出了遂寧市國土資源局績效考核改革案例的啟示,包括充分認(rèn)識到績效考核改革的重要性、建立一套完整的績效管理體系以及充分運用成熟的績效考核方法。
[Abstract]:With the transition of our government to service-oriented and efficiency-oriented government, performance evaluation of public administration becomes more and more important as an effective management tool. Suining Bureau of Land and Resources is a typical public administration. The performance appraisal is representative. This paper summarizes the experience and methods by studying the case of the performance appraisal reform of the Suining Land and Resources Bureau. The paper adopts the combination of quantitative and qualitative methods to carry out the research. The main research contents include: from the current situation before the reform, internal and external motivation, objectives. The paper introduces the background of the performance appraisal reform of Suining Land and Resources Bureau in four aspects. From the reform method, the implementation and the result introduced the reform case process; The typical case is analyzed. This paper analyzes the key factors in the performance appraisal reform of Suining Land and Resources Bureau from three aspects of environment, indicators and evaluation mechanism, including the environment. Through the internal environment analysis and the external environment analysis based on PEST method, it is found that the external environment impels and requires the Suining Land and Resources Bureau to carry out the performance appraisal reform, and the internal environment is conducive to the development of the reform. In terms of indicators, through the design of the content of the index, the determination of standards and weight of the analysis. Suining City Land and Resources Bureau performance evaluation indicators and standards in the rationality of the requirements. In the evaluation mechanism, the performance evaluation system based on the DEA method is established. This paper applies DEA method to evaluate the effectiveness of performance appraisal in Suining City Land and Resources Bureau. Through the analysis, the paper gives the inspiration of the performance appraisal reform case of Suining Land and Resources Bureau. It includes fully recognizing the importance of performance appraisal reform, establishing a complete performance management system and making full use of mature performance appraisal methods.
