【摘要】:中國(guó)正處在快速城市化、新型工業(yè)化與農(nóng)業(yè)現(xiàn)代化互動(dòng)發(fā)展時(shí)期,文章著眼于這一背景,從區(qū)域人口、資源、環(huán)境與經(jīng)濟(jì)、社會(huì)協(xié)調(diào)發(fā)展的視角,提出了基于人口、土地、經(jīng)濟(jì)規(guī)模的資源承載力閾值、資源負(fù)荷、資源強(qiáng)度概念及其表征方法;結(jié)合分岔理論和突變理論,引入突變級(jí)數(shù)法進(jìn)行資源承載力的多目標(biāo)綜合評(píng)價(jià),以2011-2013年遼寧省水資源系統(tǒng)綜合評(píng)價(jià)為例進(jìn)行實(shí)證分析,結(jié)果表明:2011年遼寧省14個(gè)行政單元中,人口、土地、經(jīng)濟(jì)規(guī)模超過(guò)水資源承載力閾值的城市分別為8個(gè)、8個(gè)、4個(gè),水資源強(qiáng)度高于全省平均值的城市分別為6個(gè)、6個(gè)、10個(gè);與2011年相比,2013年遼西北的朝陽(yáng)、阜新及鐵嶺等3個(gè)城市的水資源應(yīng)急響應(yīng)級(jí)別提高,遼東南的大連、丹東、盤錦及營(yíng)口等4地水資源系統(tǒng)負(fù)荷減輕,遼寧省水資源危急態(tài)勢(shì)趨緩。通過(guò)對(duì)比分析,認(rèn)為評(píng)價(jià)結(jié)果基本符合近年來(lái)遼寧省水資源開發(fā)與利用的整體狀況,評(píng)價(jià)過(guò)程相對(duì)簡(jiǎn)便、評(píng)價(jià)結(jié)果更加直觀,因此便于推廣應(yīng)用,為不同時(shí)空尺度內(nèi)的資源優(yōu)化配置及區(qū)域可持續(xù)發(fā)展的定量研究提供了新的思路和評(píng)價(jià)方法。
[Abstract]:Chinese is in Rapid City, industrialization and modernization of agriculture development period, this paper focuses on the background, from the regional population, resources, environment and economic and social development perspective, based on the size of the economy, population, land resources carrying capacity, resource load and resource intensity threshold concept and characterization method; combining with bifurcation theory and catastrophe theory, the introduction of catastrophe progression method for comprehensive evaluation of multi objective resource carrying capacity of water resources in Liaoning Province, using the 2011-2013 comprehensive evaluation index system and empirical analysis, the results showed that 14 administrative units in 2011 in Liaoning Province, population, land, economies of scale more than the carrying capacity of water resources of the city are threshold as of 8, 8, 4, higher than the provincial average intensity of water resources of the city were 6, 6, 10; compared with 2011, 2013 in Northwest Liaoning The emergency response level of water resources in 3 cities such as Yang, Fuxin and Tieling increased. The load of water resources system of 4 places in Southeast Liaoning Province, such as Dalian, Dandong, Panjin and Yingkou, was reduced, and the critical situation of water resources in Liaoning province was slowing down. Through the comparative analysis, that the evaluation result is basically consistent in recent years the development and utilization of water resources in Liaoning province's overall situation, the evaluation process is relatively simple, the evaluation results are more intuitive, it is convenient for popularization and application, for different spatial and temporal scales of the resources optimization allocation and quantitative Study on regional sustainable development provides a new idea and a new evaluation method.
