遙感在種植業(yè)保險(xiǎn)估損中的應(yīng)用

【摘要】:農(nóng)業(yè)保險(xiǎn)是近年來國家為保障農(nóng)戶利益而頒布的一項(xiàng)政策,在一定程度上增強(qiáng)了農(nóng)民收入的穩(wěn)定性,特別是在農(nóng)業(yè)災(zāi)害頻發(fā)的地區(qū),減輕了災(zāi)害帶來的經(jīng)濟(jì)損失。內(nèi)蒙古地區(qū)屬于干旱與半干旱區(qū)域,降水量偏少,常年遭受旱災(zāi),為國家首批農(nóng)業(yè)保險(xiǎn)試點(diǎn)。遙感作為一門新興空間技術(shù),可以根據(jù)作物光譜特征實(shí)時(shí)監(jiān)測(cè)作物生長(zhǎng)狀況,可用于保險(xiǎn)理賠中損失程度的科學(xué)客觀評(píng)估,減少理賠糾紛。以內(nèi)蒙古旱災(zāi)較嚴(yán)重的庫倫旗為例,基于農(nóng)作物分類與種植面積提取、干旱等級(jí)評(píng)估、作物長(zhǎng)勢(shì)監(jiān)測(cè)及作物單產(chǎn)與產(chǎn)量評(píng)估4個(gè)方面綜合評(píng)估開展2015年種植業(yè)方面的農(nóng)業(yè)災(zāi)害損失評(píng)估,為內(nèi)蒙古農(nóng)業(yè)保險(xiǎn)理賠提供了空間數(shù)據(jù)支撐與科學(xué)的理論依據(jù)。實(shí)地采樣點(diǎn)的數(shù)據(jù)驗(yàn)證顯示,損失程度綜合遙感評(píng)估結(jié)果與實(shí)際的損失程度較為一致,可以在更大范圍內(nèi)進(jìn)行推廣。
[Abstract]:Agricultural insurance is a policy issued by the government in recent years to protect the interests of farmers. To a certain extent, it enhances the stability of farmers' income, especially in areas where agricultural disasters occur frequently, and reduces the economic losses caused by disasters.Inner Mongolia is a arid and semi-arid region with less precipitation and drought all the year round. It is the first agricultural insurance pilot in China.Remote sensing, as a new space technology, can monitor crop growth in real time according to crop spectral characteristics. It can be used to evaluate the loss degree in insurance claims and to reduce claims disputes.Taking Kulun Banner with severe drought in Inner Mongolia as an example, based on crop classification and acreage extraction, drought grade evaluation,The comprehensive assessment of crop growth monitoring and crop yield and yield assessment in 2015 provides spatial data support and scientific theoretical basis for agricultural insurance claims settlement in Inner Mongolia.The data verification of field sampling points shows that the result of comprehensive remote sensing assessment of loss degree is consistent with the actual loss degree and can be popularized in a wider range.
