【摘要】：監(jiān)獄是國家重要的刑罰執(zhí)行機(jī)關(guān),維護(hù)社會穩(wěn)定,預(yù)防和減少犯罪的重要功能。隨著計(jì)算機(jī)網(wǎng)絡(luò)、通信、多媒體技術(shù)的快速發(fā)展,在監(jiān)獄管理中使用新興技術(shù)已成為趨勢,加快監(jiān)獄信息化管理的建設(shè)已經(jīng)成為一個(gè)重要的研究內(nèi)容。監(jiān)獄信息化(PrisonInformationization),是通過有效地利用計(jì)算機(jī)技術(shù)、通訊技術(shù)、網(wǎng)絡(luò)技術(shù)等現(xiàn)代化技術(shù)和設(shè)施,對監(jiān)獄管理的各系統(tǒng)、各項(xiàng)工作進(jìn)行創(chuàng)新性結(jié)合。傳統(tǒng)的監(jiān)獄系統(tǒng)的管理機(jī)制、組織結(jié)構(gòu)、人員素質(zhì)等其他許多方面進(jìn)行優(yōu)化、改造、重組、整合,從而實(shí)現(xiàn)監(jiān)獄工作更科學(xué)、更公正、更安全、更高效地執(zhí)行監(jiān)管改革任務(wù),全面滿足監(jiān)獄在安全防范、公正執(zhí)法、高智能化、管理水平等方面的需要,更好地發(fā)揮監(jiān)獄的功能。近年來,我國監(jiān)獄系統(tǒng)開展了以獄政管理為主的應(yīng)用系統(tǒng)重點(diǎn)建設(shè),監(jiān)獄綜合信息技術(shù)工程建設(shè)全面啟動。為信息傳輸、更新數(shù)據(jù)、辦公自動化、安防監(jiān)控和應(yīng)急指揮等各業(yè)務(wù)系統(tǒng)的有效應(yīng)用,提供了安全、高效的網(wǎng)絡(luò)服務(wù)。結(jié)合當(dāng)今新形勢,科學(xué)地做好罪犯的管理、改造工作,完善監(jiān)獄自身各體系的建設(shè)至關(guān)重要�，F(xiàn)有的信息化建設(shè)相對比較落后,因此開發(fā)出一個(gè)能高效運(yùn)行,降低民警工作量,科學(xué)可靠的監(jiān)獄物聯(lián)網(wǎng)系統(tǒng)迫在眉睫。此系統(tǒng)的開發(fā)與實(shí)現(xiàn)對監(jiān)獄信息化整合具有極大的意義和價(jià)值。本文在依據(jù)浙江省第二監(jiān)獄的實(shí)際業(yè)務(wù)需求的基礎(chǔ)上,深入了解了監(jiān)獄民警的工作概況,分析了獄警工作內(nèi)容和管理流程,設(shè)計(jì)一個(gè)能代替人工進(jìn)行復(fù)雜情況數(shù)據(jù)采集的系統(tǒng),并進(jìn)行進(jìn)一步分析,以最簡約的狀態(tài)呈給獄警的物聯(lián)網(wǎng)整合系統(tǒng),減輕獄警平時(shí)的工作量,更好地利用人力。針對安防系統(tǒng)優(yōu)化的關(guān)鍵點(diǎn)與難點(diǎn),浙江省第二監(jiān)獄安防系統(tǒng)智能化的需求,我們提出了浙江省第二監(jiān)獄物聯(lián)網(wǎng)系統(tǒng)整合系統(tǒng)的總體設(shè)計(jì)方案。并通過視頻監(jiān)控開發(fā)平臺以及智能識別系統(tǒng)實(shí)現(xiàn)了基于RFID的浙江省第二監(jiān)獄物聯(lián)網(wǎng)整合系統(tǒng)。本文通過理論分析和實(shí)際運(yùn)用,設(shè)計(jì)出一套可靠的監(jiān)獄物聯(lián)網(wǎng)整合系統(tǒng)。該系統(tǒng)由原先獨(dú)立運(yùn)作的數(shù)據(jù)采集、數(shù)據(jù)分析、應(yīng)用等系統(tǒng)組成。通過與其他系統(tǒng)相連,對采集到的視頻信號、RFID及傳感器數(shù)據(jù)等各種數(shù)據(jù)進(jìn)行存儲、分析、處理,并根據(jù)結(jié)果采取相應(yīng)措施處理。從而達(dá)到改善和提升監(jiān)獄信息化管理質(zhì)量的目的。大幅度提高現(xiàn)有智能信息系統(tǒng)和自動化水平,減少一線警察可重復(fù)性和機(jī)械工作,提高民警的工作效率,整體提高監(jiān)獄管理水平和安全度,使警力分配更趨于合理化、科學(xué)化。減少監(jiān)獄警察工作的壓力。在此基礎(chǔ)上,完成論文的撰寫工作。目前,該系統(tǒng)已經(jīng)在浙江警官職業(yè)學(xué)院模擬監(jiān)獄實(shí)地運(yùn)行。實(shí)踐證明,該系統(tǒng)設(shè)計(jì)大大提高了日常警力工作效率,具有良好的實(shí)用效果。為浙江省第二監(jiān)獄的物聯(lián)網(wǎng)整合系統(tǒng)的智能化做出了有意義的嘗試。
[Abstract]:Prison is an important punishment executive organ of the country. It is an important function of maintaining social stability and preventing and reducing crime. With the rapid development of computer network, communication and multimedia technology, the use of new technologies in prison management has become a trend, and speeding up the construction of prison information management has become an important research content. Prison Informationization is an innovative combination of various systems and works of prison management through the effective use of modern technologies and facilities such as computer technology, communication technology and network technology. The traditional prison system management mechanism, organizational structure, personnel quality and many other aspects of optimization, reform, reorganization, integration, so as to achieve more scientific prison work, more fair, safer, more efficient implementation of the task of supervision and reform, To fully meet the needs of the prison in the aspects of security prevention, fair law enforcement, high intelligence, management level and so on, better play the prison function. In recent years, the prison system of our country has carried out the key construction of the application system, which is based on the prison administration, and the comprehensive information technology project of the prison has been launched in an all-round way. It provides a safe and efficient network service for the effective application of information transmission, updating data, office automation, security monitoring and emergency command and so on. According to the new situation, it is very important to manage criminals scientifically, to reform and to perfect the system of prison itself. The existing information construction is relatively backward, so it is urgent to develop a prison Internet of things system which can operate efficiently, reduce the workload of the police, and be scientific and reliable. The development and realization of this system is of great significance and value to the integration of prison information. Based on the actual operational requirements of the second prison in Zhejiang Province, this paper has deeply understood the general situation of prison police work, analyzed the work content and management flow of prison guards, and designed a system to collect data in complex situations instead of manual. Further analysis is carried out, and the Internet of things integrated system is presented to the guards in the most simple state, so as to lighten the workload of the guards at ordinary times and make better use of manpower. In view of the key points and difficulties in the optimization of the security system and the intelligent demand of the security system in the second prison of Zhejiang Province, we put forward the overall design scheme of the integrated system of the Internet of things system in the second prison of Zhejiang Province. Through video surveillance development platform and intelligent identification system, the integration system of the second prison in Zhejiang Province is implemented based on RFID. Through theoretical analysis and practical application, this paper designs a reliable prison Internet of things integration system. The system is composed of data collection, data analysis, application and so on. By connecting with other systems, all kinds of data such as video signal RFID and sensor data are stored, analyzed, processed, and corresponding measures are taken according to the results. In order to improve and improve the quality of prison information management. The present intelligent information system and the level of automation are greatly improved, the repeatability and mechanical work of the first-line police are reduced, the working efficiency of the police is improved, the level of prison administration and the degree of security are improved as a whole, the distribution of the police force tends to be more rational and scientific. Reduce the pressure on prison police work. On this basis, complete the writing of the paper. At present, the system has been in Zhejiang Police Vocational College simulation prison field operation. Practice shows that the design of the system greatly improves the efficiency of daily police work, and has a good practical effect. A meaningful attempt has been made for the intelligence of the Internet of things integration system in the second Prison of Zhejiang Province.
