【摘要】:氣象災(zāi)害以及其他公共災(zāi)害給人類造成的損失越來越引起社會的廣泛關(guān)注,提高預(yù)警能力,加強(qiáng)預(yù)警力度,將災(zāi)害預(yù)報的信息最早、最及時的傳遞到需要預(yù)警的地區(qū),告知人們做好準(zhǔn)備是降低災(zāi)害損失的有效途徑。如何將預(yù)警信息及時準(zhǔn)確地傳達(dá)到災(zāi)害發(fā)生地,最大程度地降低災(zāi)害損失,成為目前迫切需要解決的重大課題。本文以我國廣播電視現(xiàn)有資源、技術(shù)體系及基礎(chǔ)設(shè)施為背景提出了研究思路。論文首先對緊急廣播消息生成與系統(tǒng)聯(lián)動、資源管理與資源調(diào)度、消息發(fā)送的相關(guān)協(xié)議標(biāo)準(zhǔn)、消息多信道適配封裝及消息插入、發(fā)布效果評估等關(guān)鍵技術(shù)進(jìn)行了技術(shù)攻關(guān)。其次,在完成技術(shù)攻關(guān)之后,論文研制緊急廣播消息生成與發(fā)布系統(tǒng)各環(huán)節(jié)關(guān)鍵設(shè)備,制定相關(guān)標(biāo)準(zhǔn)規(guī)范,開發(fā)建立緊急廣播消息生成與發(fā)布系統(tǒng)。最后,系統(tǒng)在試點(diǎn)地區(qū)進(jìn)行分級、分區(qū)域、多部門聯(lián)動的緊急廣播應(yīng)用示范。通過數(shù)字有線電視、移動多媒體廣播(以下簡稱CMMB)、中短波和調(diào)頻模擬廣播、地面數(shù)字電視、直播衛(wèi)星、數(shù)字音頻廣播等方式向用戶發(fā)布緊急廣播文本消息或播出緊急廣播音頻節(jié)目。系統(tǒng)的設(shè)計(jì)和實(shí)現(xiàn)為建立國家應(yīng)急廣播體系提供技術(shù)支撐。本文設(shè)計(jì)并完成了緊急廣播消息的生成與發(fā)布系統(tǒng)。選用J2EE體系進(jìn)行設(shè)計(jì),運(yùn)用成熟的SSH(Struts2.0,Spring3.0,Hibernate)框架進(jìn)行布局。通過對緊急廣播生成與發(fā)布過程的學(xué)術(shù)研究和實(shí)際應(yīng)用相結(jié)合,完成了系統(tǒng)需求分析。系統(tǒng)包括緊急廣播控制與消息生成子系統(tǒng)、緊急廣播消息發(fā)布子系統(tǒng)、緊急廣播資源管理與調(diào)度子系統(tǒng)、發(fā)布效果評估子系統(tǒng)以及網(wǎng)絡(luò)設(shè)備、緊急廣播消息接受處理設(shè)備、用戶前端設(shè)備等內(nèi)容。通過系統(tǒng)需求分析要求,完成了系統(tǒng)設(shè)計(jì),包括網(wǎng)絡(luò)拓?fù)湓O(shè)計(jì)、軟件架構(gòu)設(shè)計(jì)、流程設(shè)計(jì)及數(shù)據(jù)庫設(shè)計(jì)。最后將設(shè)計(jì)轉(zhuǎn)化為系統(tǒng)實(shí)現(xiàn)細(xì)節(jié)。通過各個模塊的實(shí)現(xiàn)最終完成了整個系統(tǒng)的實(shí)現(xiàn)。
[Abstract]:The loss caused by meteorological disasters and other public disasters to human beings has attracted more and more attention from the society. To improve the ability of early warning, to strengthen the intensity of early warning, and to transmit the earliest and most timely information of disaster forecasting to areas in need of early warning. Informing people to be prepared is an effective way to reduce disaster losses. How to transmit the early warning information to the disaster place in time and accurately and reduce the disaster loss to the maximum extent has become an urgent and important issue to be solved at present. Based on the existing resources, technical system and infrastructure of radio and television in China, this paper puts forward the research ideas. In this paper, the key technologies such as emergency broadcast message generation and system interaction, resource management and resource scheduling, message sending protocol standards, message multi-channel adaptation encapsulation, message insertion, release effect evaluation and so on are discussed. Secondly, after the completion of technical research, the paper develops the key equipment of the emergency broadcast message generation and release system, formulates the relevant standards and specifications, and develops and establishes the emergency broadcast message generation and release system. Finally, the system carries on the emergency broadcast application demonstration in the pilot area, sub-regional, multi-department linkage. Through digital cable television, mobile multimedia broadcasting (hereinafter referred to as CMMBN, medium and short wave and FM analog broadcasting, terrestrial digital television, direct broadcast satellite, Digital audio broadcasting, etc., to issue emergency broadcast text messages to users or broadcast emergency broadcast audio programs. The design and implementation of the system provide technical support for the establishment of national emergency broadcasting system. This paper designs and implements an emergency broadcast message generation and distribution system. The J2EE system is selected to design, and the mature J2EE Struts 2.0 Spring 3.0 Spring hibernate framework is used for layout. Through the combination of academic research and practical application of emergency broadcast generation and release process, the system requirement analysis is completed. The system includes an emergency broadcast control and message generation subsystem, an emergency broadcast message publishing subsystem, an emergency broadcast resource management and scheduling subsystem, a release effect evaluation subsystem and a network equipment, and an emergency broadcast message receiving and processing device. User front-end equipment and other content. According to the requirements of system requirement analysis, the system design is completed, including network topology design, software architecture design, process design and database design. Finally, the design is transformed into system implementation details. Through the implementation of each module, the implementation of the whole system is finally completed.
