【摘要】:2013年4月20日8點(diǎn)2分四川雅安市蘆山縣發(fā)生7.0級(jí)地震,震后3小時(shí),7倍于玉樹地震的救援力量被動(dòng)員向蘆山進(jìn)發(fā)。經(jīng)雅安地震檢驗(yàn),汶川地震后大幅重建的國(guó)家救災(zāi)體系,顯示出了及時(shí)地響應(yīng)能力和強(qiáng)大的動(dòng)員能力,國(guó)家的應(yīng)急救災(zāi)能力得到了巨大提升。由于受災(zāi)地點(diǎn)多在山區(qū),常出現(xiàn)通訊電力中斷、道路房屋損毀、受災(zāi)情況第一時(shí)間難以掌握等情況,開展應(yīng)急救災(zāi)工作難度比較大。在整個(gè)救災(zāi)過(guò)程中,基于物聯(lián)網(wǎng)的應(yīng)急物流信息系統(tǒng)可以發(fā)揮很大的作用,如災(zāi)害發(fā)生后,對(duì)食品、水、藥物和帳篷等物資的緊急統(tǒng)籌調(diào)運(yùn);對(duì)受災(zāi)情況的匯總報(bào)告;對(duì)應(yīng)急車輛的優(yōu)化調(diào)度;對(duì)前進(jìn)道路路徑的最優(yōu)規(guī)劃等。這些應(yīng)急物流工作在災(zāi)后快速高效地開展,為減輕災(zāi)情、救助災(zāi)民和災(zāi)后重建等一系列工作起到很好地保障作用。 在這樣的背景下,本文主要探討了如何構(gòu)建基于物聯(lián)網(wǎng)的應(yīng)急物流信息系統(tǒng),并對(duì)信息系統(tǒng)進(jìn)行了總體評(píng)價(jià)研究。文中按照基于物聯(lián)網(wǎng)的應(yīng)急物流信息系統(tǒng)的規(guī)劃、分析、構(gòu)建、實(shí)施保障和評(píng)價(jià)等方面對(duì)信息系統(tǒng)進(jìn)行了逐一論述。 首先,本文總結(jié)了前人的研究成果,對(duì)以前的科研論文進(jìn)行了梳理和綜述。在當(dāng)前研究現(xiàn)狀的基礎(chǔ)上,對(duì)基于物聯(lián)網(wǎng)的應(yīng)急物流信息系統(tǒng)進(jìn)行了總體規(guī)劃;提出了信息系統(tǒng)的建設(shè)目標(biāo),并從技術(shù)、經(jīng)濟(jì)、社會(huì)三方面對(duì)系統(tǒng)可行性和必要性進(jìn)行了分析。同時(shí),對(duì)現(xiàn)行信息系統(tǒng)的運(yùn)行情況作了初步調(diào)查和分析。 其次,文中對(duì)信息系統(tǒng)進(jìn)行了詳細(xì)地分析,從信息系統(tǒng)的需求和功能開始,分析了信息系統(tǒng)的業(yè)務(wù)流程。結(jié)合系統(tǒng)需求及業(yè)務(wù)流程,給出了系統(tǒng)總體視圖和四層架構(gòu)圖,并研究了系統(tǒng)運(yùn)行的環(huán)境和相應(yīng)的開發(fā)模式及工具。之后,對(duì)系統(tǒng)的各個(gè)子系統(tǒng)和功能模塊進(jìn)行了劃分和詳細(xì)地說(shuō)明,并設(shè)計(jì)了信息系統(tǒng)的代碼。在此基礎(chǔ)上,設(shè)計(jì)了數(shù)據(jù)庫(kù)的概念、邏輯和物理模型,并實(shí)現(xiàn)了數(shù)據(jù)庫(kù)子系統(tǒng),達(dá)到了對(duì)信息系統(tǒng)整體構(gòu)建的目的。 最后,文中討論了信息系統(tǒng)在實(shí)施中的保障因素,提出了四點(diǎn)相關(guān)的建議。通過(guò)選取科學(xué)合理的評(píng)價(jià)方法和指標(biāo),對(duì)信息系統(tǒng)進(jìn)行了整體評(píng)價(jià);并選取了三個(gè)應(yīng)急物流信息系統(tǒng)進(jìn)行了實(shí)際的評(píng)價(jià)和分析,給出了評(píng)價(jià)的結(jié)果。此外,還對(duì)應(yīng)急救災(zāi)本身提出了六點(diǎn)建設(shè)性的看法,期望對(duì)我國(guó)應(yīng)急物流水平的提高提供參考。
[Abstract]:At 08:02 on April 20, 2013, a magnitude 7.0 earthquake struck Lushan County in Ya'an City, Sichuan Province. Rescue forces three hours after the quake were 7 times larger than the Yushu earthquake, and rescue forces were mobilized to move toward Lushan. After the Ya'an earthquake, the nation's disaster relief system was substantially rebuilt after the Wenchuan earthquake. It has demonstrated its ability to respond in a timely manner and to mobilize in a strong way, and the country's emergency response and relief capabilities have been greatly enhanced. As most of the disaster sites are in the mountainous areas, there are frequent disruptions in communications and electricity, and roads and houses are damaged. In the whole disaster relief process, the emergency logistics information system based on the Internet of things can play a very important role, such as food and water after a disaster. Emergency coordinated transportation of medicines, tents and other materials; summary reports on the disaster situation; optimal dispatch of emergency vehicles; optimal planning of the way forward. These emergency logistics work is carried out quickly and efficiently after the disaster, in order to mitigate the disaster situation, Relief for disaster victims and post-disaster reconstruction and a series of work to play a good role in ensuring. Under this background, this paper mainly discusses how to construct the emergency logistics information system based on the Internet of things, and carries on the overall evaluation research to the information system. According to the plan of the emergency logistics information system based on the Internet of things, this paper analyzes, The construction, implementation guarantee and evaluation of information system are discussed one by one. Firstly, this paper summarizes the previous research results and summarizes the previous research papers. On the basis of the current research status, the emergency logistics information system based on the Internet of things is planned. This paper puts forward the construction goal of information system, and analyzes the feasibility and necessity of the system from three aspects of technology, economy and society. At the same time, it makes a preliminary investigation and analysis on the operation of current information system. Secondly, the paper analyzes the information system in detail, starting with the requirement and function of the information system, analyzes the business process of the information system. The system running environment and the corresponding development model and tools are studied. After that, the subsystems and function modules of the system are divided and explained in detail, and the code of the information system is designed. The concept, logic and physical model of the database are designed, and the database subsystem is implemented, which achieves the purpose of constructing the information system as a whole. Finally, the paper discusses the guarantee factors in the implementation of information system, and puts forward four relevant suggestions. By selecting scientific and reasonable evaluation methods and indicators, the paper evaluates the information system as a whole. Three emergency logistics information systems are selected for practical evaluation and analysis, and the evaluation results are given. In addition, six constructive views on emergency relief itself are put forward, which is expected to provide a reference for improving the level of emergency logistics in China.
